About this file

This document contains the government's responses to vendor questions regarding Solicitation Number 36C24521Q0448 for OR booms replacement at a Veterans Affairs medical center. The solicitation seeks replacement of surgical light booms in nine operating rooms, with each boom requiring either nine or seven outlets. The government will fund integration and data network work separately and will provide badge access for on-site work estimated to take one week per operating room. A dumpster must be provided for equipment disposal, and the booms must include smoke evacuation systems. Background checks are required for any vendor personnel on-site over three days. The number of outlets specified in the solicitation refers to individual outlets not duplexes, as upgrading electrical panels would otherwise be required. Smoke evacuation systems must be included in the replacement booms.

The following is the Governments responses to Vendor asked questions:

1. If the existing surgical light heads meet the requested specifications within the current RFQ, can they be reused, or do new ones need to be quoted?

a. There are currently FGens in these ORs that we can reuse and make our offering more attractive to the government in terms of cost.

Governments Response:

The Solicitation calls for the replacement.

2. For the integration work, do they have an estimated timeline/duration the integration vendor will need to perform their portion of the work?

a. Do we need to include that cost within our submission, or will that cost be borne by the government separately?

b. Can they share their Storz rep contact?

The Government will fund separately.

Alex Myers Surgical Sales Executive KARL STORZ Endoscopy-America, Inc.

Cell: 443.924.7427 Alex.Myers@karlstorz.com

3. Similarly for the data work, do they have an estimated timeline/duration for the Ethernet work within the booms, or do we need to contract that work?

a. Does the government have an approved/qualified subcontractor list, if they would like to include this in our submission?

Governments Response:

If existing lines cannot be reused, the government will pull them at the time requested by the contractor. The Government does not have an approved subcontractor list.

4. Does the government have approved/qualified subcontractors for electrical and med gas work?

No.

5. We understand that the removed equipment will be disposed. What special arrangements must be included?

a. Dumpster or dumpster truck?

b. DRMO?

A dumpster will need to be provided by the contractor and should be configured into quoted pricing.

No, we don’t use that service and our Logistics team will be responsible for processing anything that needs to be turned in.

6. What is the preferred schedule of work? One OR at a time, consecutively completed?

a. Are there any restrictions on working hours?

As per the SOW, the performance will be completed consecutively and should take one week per

OR.

This would depend on the work being done (noise, etc)

7. What security requirements must the awarded vendor and subcontractors complete?

Badging is required for everyone. Background investigations are required for anyone here more than 3 days.

8. Please clarify the following:

a. The RFP calls for either 9 or 7 duplexes, which would be 18/14 total outlets.

b. The current booms have 9 outlets (equipment boom) or 7 outlets (anesthesia/perfusion) total.

c. Is the government requesting twice the number of outlets per boom or did the RFP mean to specify outlets vs duplexes?

d. The current electrical panels cannot support the requested number of duplexes (if 18/14 total outlets) and major electrical panel upgrades would be required.

Governments Response:

9 and 7 are the number of outlets needed, not duplexes. We are not looking to increase the number of outlets available.

9. Are new med gas risers mandatory, or as needed? Do you know if there are disconnects in the ceiling, away from the manifold(s)?

Government Response:

Not answered. The Government requested clarification of the question for the requesting vendor.

The questing vendor did not provide clarification of the question; thus the Government is not able to provide an answer.

10. Does the Government require a smoke evacuation system built into the boom / equipment carrier, as in the current set up?

Government Response:

Yes.
