17/6/20Can you please confirm that to be considered for a Tier 1 review our team must be solely filled by SDVOSB qualified companies? The more traditional set-aside requirements apply for each of the tiers. Reference clauses within the Solicitation Document which reflect they will apply if set-aside for SDVOSB. These can be found in C.9 VAAR 852.215-71, C.10 VAAR 852.219-10, C.13 VAAR 852.219-74 and C.17 52.212-5.
27/16/2099 of 116On page 99 of 116, paragraph (h) - states Past Performance "that demonstrated your company's past performance. 57/20/205.5.2This CLIN calls for "annual train/maintain development of VHA Faculty" with a quantity of 94. Can you clarify what training and development includes in enough detail to price this? E.g., is this mentoring of up to 94 coaches? This is for training a wide-ranging group of national VA faculty, from clinical care to coaching to pathway work, as well as VISN-based or local education champions.
67/20/205.5.1In the PWS 5.5.1, it references a “current training plan." Is this available? No.

97/20/20SOW – A, Deliverables under Task 5.2, 5.3, 5.4, 5.5, 5.811 thru 14All deliverable narratives related to the number of delivered courses. The quantities of deliverabls for the courses in the narrative sections of the SOW (pgs 11-18) do not match the quantities in the Deliverables Table on page 19. The narrative sections refer to ONE offering of each course and the deliverables table has more. Which is correct? The deliverables table gives an "estimated" amount for any given year. Since this will vary each year, we will purchase anywhere from 1 of each item to the maximum amount allowed.

If not, can you clarify what an offeror should be prepared to staff and deliver on day 1, versus follow-on task orders? Will issue the first task order in September with work to begin on 30 September. Provide a separate breakdown of the total NTE travel estimates for each event requiring travel; Assume that 100% of training courses will be face-to-face as opposed to virtual delivery for the purposes of the proposal due to the uncertainty of travel restrictions for the duration of the period of performance. Can the government provide a notional list of face-to-face course locations or at least offerings per region of the country? Developing a realistic travel budget, for this many course offerings, requires some clarity on where the courses are likely to be.Trainings are delivered at VA facilities nationwide. Travel price can be omitted from the proposal due to uncertainties on training locations and virtual vs. face-to-face at this time. All travel shall be approved by the COR prior to departure and in accordance with the FTR. Travel costs will be estimated by the Government and captured in individual orders.

217/20/203 requirements. #49able to be delivered in larger centralized trainingsLarge rather than small trainings - is this a requirement if we have a better idea? This must be discussed with the office (co-created) as there are other considerations that must be taken into account.
227/20/203 requirements - #59Deploy existing Whole Health CoursesMust we use existing courses - how tied down are we to what they have already? The existing courses are the foundation to what will be delivered in FY21. 817/20/20Entire RFPALLWill the timeline be extended to adjust proposals after answers are returned? No, RFP close remains the same. 7/30/2020 @ 0900 EDT

82 7/22/20 Q&A Responses V.1 We believe there is a contradiction between a posted answer and the RFP requirements. Question #3 asks "Are all required SMEs considered Key Personnel and do we have to provide resumes for each one?" to which the Government replied "Yes". However, the RFP clearly identifies only three (3) positions as key... (1)Program Director: Key personnel will provide subject matter expertise, expert technical and...(2)Senior Education Specialist/Instructional Designer: Key personnel advises on the development of instructional material for...(3)Director of Faculty Development: Key personnel provides ongoing development and training for faculty members in various aspects of teaching and... Can you please clarify this contradiction. We've developed our proposal based on identifying and providing resumes for these three key personnel. Having to identify and provide resumes for the significant number of SME's we believe are required on this effort will be troublesome at this late date. The PWS states in section D (pg 23 of 116) that Key Personnel are defined as "Key Personnel" and are those persons whose resumes are submitted and marked by the vendor as "Key Personnel." The SMEs referenced in Section D of the PWS ((1)Subject Matter Experts for Clinical Courses, (2) Subject Matter Experts for Whole Health Coaching Courses) are not identified as "Key Personnel" and therefore do not have to be included with the proposal. Keep in mind that there are minimum requirements that must be met for these positions and during contract performance the Government reserves the right to request verification that the personnel filling these SME roles meet those requirements.
