BIDDERS QUESTIONS AND ANSWERS:
Technicians shall have completed at least a one-year trade school and have a minimum of five (5) years successful experience in the field. The experience shall be largely with institutional and industrial boilers. In addition, the technician shall have demonstrated experience in conducting equipment inspection and performing testing in compliance with the VA safety testing manual at three (3) or more VA facilities within the past three (3) years.
Question 1.
Am I to conclude that if we do not have a contractor who has performed equipment inspections ALREADY in at least 3 VA facilities in the past 3 years, then we are not eligible to bid on this solicitation?
This is a national VA mandated requirement (Engineering Standard ES-2018-001 Low Pressure Steam and Hot Water Boilers: Design and Operation). In order to allow for a larger bid pool, the requirement can be reduced to “In addition, the Contractor shall have demonstrated experience in conducting equipment inspection and performing testing in compliance with the VA safety testing manual at one (1) VA facility within the past (5) years.” The contractor can also include work of a proposed subcontractor to meet this mandatory requirement.
Question 2.
Does this not limit the competitiveness the Government might receive from other well qualify Companies and pretty much assure that the existing companies already performing this task ….continues to be awarded this contract?
This is a new requirement; no previous service contract has been in place at this location for boiler inspection / maintenance.
Question 3.
Nowhere on this solicitation does it mention a site visit and yet, there is a response due date of Sept 9th of all offers by 3pm ( 7 days from its posted date ) …. How is that remotely possible? Site visit will be held on 9/8/2020 at 10am and the solicitation extended to 9/16/2020.
Question 4 Can you clarify if there are equipment - Chemical pot feeders already in place for this, so the system can be treated, or if I need to add them and the install to my offering so we can fill the system.
There are no pot feeders currently installed for these boilers currently. There is a requirement for water softening devices to be installed with the new boiler installs in 2021 - 2022. There will be a Mod to the contract when this occurs for preventative maintenance when this occurs. This is currently in design, so we do not have submittals.
