Q1: CLIN FOR EMERGENCY/EXPEDITED DELIVERY: Is CLIN 0017 on Page 19 of 52 the “Emergency Delivery Fee” listed as expedite? 3.5 Emergency delivery will be provided within 24 hours after receipt of Government notification. Contractor must respond to the facility by telephone or email within one hour to confirm receipt of emergency notification to ascertain the nature of the emergency. Emergency status is determined by the Government when conditions warrant. Failure of the contractor to remain current with agreed delivery schedule and requirements does not constitute an “emergency” for purposes of charging an emergency delivery fee. Is CLIN 0017 (49.00 EA) synonymous/equivalent an EMERG DEL FEE – i.e. “SERVICES FEE EXPEDITED DELIVERY LOCAL STOCK NUMBER: SECEXPEDITE?” No, the number 49 represents the total number of estimated emergency deliveries per year for this order.

Q2: GOV-OWNED CYLINDERS: Are there any VA-Owned Cylinders? If so, what types (gas/tank size) and in what capacity? No.

Q3: CLIN 0018 – How does a prospective offeror calculate an estimate of rental fees into one CLIN – as CYLs vary in Rental Costs based on Size, pressure, and functionality – and therefore have different rental fees? Cylinders do vary in sizes; however this number is based on what the vendor would quote. There should be a daily set fee for each cylinder. Vendor can list each cylinder separately and a cost for each. Please calculate a daily cost for each cylinder.

DISCUSSION: Rental fees for Contractor owned Cylinders differ in size, functionality (PSI), and/or Contents. How are we to credible discern/interpret a “lump sum figure” of what 104,040.00 – EA in CLIN 0018 represents – and a means to calculate? The vendor has a set price for rental fee of the cylinders regardless of the size of the cylinder. The type of gas distinguishes the cylinder and it does vary in sizes but there is a flat fee that the vendor charges for the cylinder.

RECOMMENDATIONS: Add a “Monthly Rental Cost Column” (and annual estimate for each GAS/CYL) for each individual CLIN, so that the GOV is clear what the Monthly Rental Charge is for each of the (16) CLINs, or (often used) a CYL MONTHLY RENTAL TYPE BY GROUPING (recommend – as it is comprehensive):

NOTE: Again, this requires the GOV to provide annual rental estimates so that no unfair advantage is provided to the previous supplier/those bidding with the previous supplier – as they would be the only entity who knew the exact figures based on historical usage. As CLIN 0018 currently depicts, we don’t know how to interpret it.

Q4: LOST CYL CLIN 0019: Recommend deleting this CLIN as it is not credible to identify in 2020, the cost of a CYL lost in 2025? Secondly – one CLIN would not suffice in that different cylinders have significantly different replacement costs – as a replacement is the vendor purchasing a new cylinder to put back into the inventory. List the cylinder fee for each year. CLIN for this not found.

Q5: EXPECTED REQUIREMENT DURATION: Page 6 of 52 states 1.3 The contract awarded under this solicitation will be established for one (1) base period with the possibility of four (4) one-year option periods – as vendors, there is a significant capital investment up front, can we clarify it is the GOV’s intent to award a Base Plus 4 Options – clearly understanding that each Option is a renewal by the Contracting Authority, i.e. is not guaranteed. Can we please clarify “possibility?” :-0 This is solely based on interpretation. Possibility is just as you stated, not a guarantee due to funding.

Q6: LIQUID NITROGEN in Dewar’s: I did not see a CLIN for Liquid Nitrogen, which is normally refilled into GOV Owned 25- or 30-Liter Dewar’s? Is this administered on a different contract? Liquid Nitrogen is not a requirement for this contract.

Q7: LUNG DIFFUISON GAS: Are there no Lung Diffusion gases in use at the VAMC? This is a very common item among VAMCs – can the GOV confirm there are no Lung Diffusion Gas requirements? Lung Diffusion Gas is not a requirement for this order.

Q8: E CYL REVIEW: In previous iterations of the solicitation, offerors were required to provide their respective version of CLIN 0015 (Oxygen E-CYL USP w/ Walk about) at the VAMC loading dock for VA personnel observation. Is this something that will be required again? Yes Q9: CBOC SUPPORT: Is there any requirement for direct delivery to the (5) CBOCs associated with the VAMC DC address in para 3.1? If so, which CBOCs and what gases, in what quantity? There is no requirement for delivery to the CBOC’s on this order.

Q10: EVALUATION: Please clarify the Evaluation is (Page 52 of 52) BEST VALUE TO THE GOVERNMENT – as opposed to the Lowest Priced Technically Acceptable mentioned on Page 5 of 52? Can we clarify? Can we also clarify page 52 of 52 -- Technical and past performance, when combined, are: ? Are they equal to pricing, more important than pricing? Etc.

Q11: IS THERE BULK LIQUID OXYGEN ON THIS RFQ? There are some references to telemetry, etc. This is predictably an Administrative oversight. Bulk is not required for this contract.

Q12: TECHNICAL PROPOSAL & PAST PERFORMANCE: There is no requirement in the entire RFQ that denotes any type of Past Performance submission required, as well as how to submit it, and its relative importance to the Award? Is this the GOV’s intent to evaluate by Price only, disregarding a potential Offerors Technical Ability to perform this work and that vendors successful performance doing “like-word?” Past Performance with completing deliveries to other hospital setting with no problems.

Q13: INVOICING: (Page 14 of 52) mandates weekly invoicing (underlined). This is not the normal TUNGSTEN VA procedure – i.e. consolidated monthly invoicing via OB-10/Tungsten, & FSC Payment – where all activities in one calendar month are depicted to the certifier for cylinder accountability, as well as monthly cylinder rental [rentals would be very difficult to calculate weekly, as opposed to a beginning balance and ending balance each month – reconciled via all monthly activities (Cylinders delivered and returned by CLIN). Is consolidated monthly invoicing an acceptable as it is common practice within the VA MED CYL Contracts?] Monthly Invoicing

Q14: SET ASIDE CONFIRMATION (Page 5 of 52): Please confirm this is a Service-Disabled Veteran Owned Set Aside. The SF 1449 states the Set Aside is SDVOSB yet PG 6 of 52, 1.1, states “This requirement will be set aside for Small Business concern…” This is an SDVOSB Set-Aside Q15: BASE PERIOD START DATE: The Base Period begins 11 MAR 20, with the bid due on the 12th of MAR 20 – can we revise the expected POP Please? NOTE: Page 22 of 52 - Delivery Schedule: delivery date 3/9/21. Base Period needs to start April 1, 2020

Q16: PAST PERFORMANCE: What are the Past Performance requirements, i.e. how should a vendor depict their PP in their offer please? Disregard

Q17: ESTIMATED CYLINDER USE BY CLIN (Page 18 of 52): Please confirm the estimates listed are annual estimates? A.2 Price/Cost Schedule are Annual Estimates image1.jpeg image2.jpeg
