What is the total water usage for towers and boilers? Varies per load conditions

Operating Data Steam production-=156,510,000 pounds per year 2011 Condensate Return-0% for calculation purposes Gallons per year makeup 14-18 million gallons per year (use 18million as the base number) Domestic Water Production =approx.. 140 million gallons per year Assume Feedwater dissolved oxygen content is 2 ppm Natural gas use for boilers is 169,798,000 CCF per year in 2011 Boiler Pressure is 100psi 2/month service required and as needed 2 legionella tests per year on all tower systems

Questions for Perry Point SOW:

Chemical Water Treatment

1. The active ingredient in the chemical additive is a function of blending and vendor choice it should not be specified which will limit competition. Suggest: The vendor will provide catalyzed sodium sulfite (dry or liquid, VA’s choice) oxygen scavenger to remove oxygen….

Liquid.

1. Suggest: Vendor will provide an internal boiler treatment program for deposition protection and to maintain clean heat transfer surfaces. Vendor will provide any additional chemicals to ensure alkalinity in the boiler is maintained to proper levels base on OEM guidelines.

Contained in the Statement of Work

1. Suggest: Vendor will provide amines to ensure steam and condensate piping metallurgy are protected from corrosion and premature failure.

Stated within the first paragraph of the Statement of Work

1. Suggest: Vendor will provide an appropriate cooling tower treatment program to prevent corrosion and scaling of the condenser and piping. This program will be based on the makeup water to the tower.

Environmental factors as well.

1. Suggest: Vendor will provide biological control by utilizing both an oxidizing and non-oxidizing biological treatment program.

Biocides are spelled out in Statement of Work.

1. What are the specifications of the Boilers (Horse Power, steam rate, water m/u), Cooling Tower (Qty?, tonnage?, water make up source) 4 boilers @36,000 lbs per hr.

Make up rate is listed above.

2 1,000 ton towers 1 500 ton tower 1 900 ton tower Make up source is domestic water from our own surface water plant.

1. Are there any closed cooling systems (chill water), volumes?

Yes, chilled water @ approx.. 250,000 gallons

1. What potable water treatment is needed?

Chemtreat P899L or equivalent.

1. Suggest: Chemicals should be delivered and transferred into existing tanks as applicable.

0. All chemicals, with the exception of solid products, shall be delivered using an ISO-9000 certified BULK delivery system using bulk storage tanks and containment basins.

Outlined in Statement of Work.

Testing Requirements

1. Suggest: the following are guidelines but Vendor must choose appropriate control ranges based off of OEM recommendations, industry standards, along with vendor treatment program guidelines.

Spelled out in Statement of Work.

Corrosion Rates

1. Corrosion rates should follow industry standards. Typical standards are <3mpy for mild steel and <0.3 mpy for copper. From the Statement of Work.

0. The contractor shall run corrosion coupon tests on the open recirculating systems for mild steel and copper, continuously on 60-90 day intervals. The contractor shall furnish a written report documenting corrosion rates in mils/year on 60-90 day intervals. Corrosion rates shall be maintained below 1.0 mils/year for mild steel (average corrosion) and below 0.1 mils per year for copper coupons (average corrosion).

0. Failure to maintain specified corrosion levels can result in the termination of contract for cause.

1. Please define complete water analysis? This is another quality control action that may add more expense to the government.

This is a requirement for verification of field test results.

A better way may be to: provide additional analysis as requested by the VA for investigation and troubleshooting treatment program and associated water related issues. This requirement should not exceed (some dollar amount) $2000/quarter. COR / CO will determine if additional required through other means. From the Statement of Work.

· On a random basis, at the V.A.’s discretion, the V.A. may require the contractor to draw a duplicate sample from each system and leave it at the property to be sent for analysis by an independent laboratory. The V.A. shall bear the cost of the independent test.

Operating Data

1. Is there no condensate return at all?

Currently not at this time.

1. What is the operating data for the cooling tower?

See tonnage

1.) Please confirm how many total pounds of steam was used in last 3 years.

a.) Feb. 1, 2017 to Jan. 31, 2018 - ? lbs.

b.) Feb. 1, 2018 to Jan. 31, 2019 - ? lbs.

c.) Feb. 1, 2019 to Jan. 31, 2020 - ? lbs.

February 1 2017 – January 31 2018 142,580,000 pounds of steam

February 1 2018 - January 31 2019 194,173,000 pounds of steam

February 1 2019 - January 31 2020 79,219,000 pounds of steam

On temporary boilers from June 12 2019 to November 1 2019 no steam flow meters on temporary boilers

2.) Please advise how many 55 gallons of caustic was shipped for the Dealkalizer in last year Feb. 1, 2019 to Jan. 31, 2020 Dealkalizer is newly installed only on line for past 2 months.

3.) What percent of “ACTIVE” ingredient used 33%, 43% or 50% in the caustic for Dealkalizer?

25% Active Caustic

4.) Page 5 and 10 of 57 - B.3 Statement of work – paragraph 8 explains “potable water” treatment is part of this RFQ. Please explain what chemicals are needed, size and drum quantities and active ingredients required?

Chemtreat P899L or equivalent, NSF Certified. Bulk delivery, qaunities vary.

5.) Page 6 of 57 explains that the VA will require to have their service engineer be an “licensed engineer”, this requirement is not necessary for chemical testing nor needed. Can this be removed from RFQ?

No.

6.) May we have copy of Chemtreat’s last 3 month service reports?

No.

7.) Does VA own the containment chemical tanks, existing chemical pumps and cooling tower controllers?

VA owned.

8.) What is average feed water temperature in feed tank?

Condensate Tank – Approx. 90 degrees D.A. Tank – Approx. 200 degrees
