SOLICITATION NOTICE OF TIERED EVALUATIONS

This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127.

TIERED EVALUATIONS INCLUDING SMALL BUSINESS CONCERNS: This solicitation is being issued as a tiered evaluation for (1) VOSB concerns, (2) a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.

As a result of the solicitation, the Government intends to award one (1) 5-year indefinite delivery indefinite quantity fixed-priced contract.

The Department of Veteran Affairs of Baltimore, MD is seeking a qualified contractor to provide all vehicles, personnel, supervision, supplies and necessary equipment to provide patient transportation services described on the attached Solicitation. Awardee must be registered in the System for Award Management website at http://www.sam.gov. and must also be registered and certified in www.vip.vetbiz.gov. All proposals must be submitted via email to charles.willis@va.gov. No telephone inquiries will be accepted. Any questions should be sent via email to Charles Willis, Contracting Officer, at charles.willis@va.gov as instructed in the solicitation. Responses to the solicitation are due by December 28, 2018, 2:00 p.m. EST. No facsimile proposals will be accepted. Any amendments to the solicitation will also be available at the FedBizOpps URL address. Offerors are advised that they are responsible for downloading amendments. This Solicitation is subject to Far Clause 52.232-18 "Availability of Funds.” Funds are not presently available for this contract. The Government's obligation under this contract is contingent up the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
