RESPONSES:
They can base the count on the old one-lines (attached) as it will be very close to the actual number of devices.
Then if it is ok with you they can add a line item for each additional device – panelboard, transformer, disconnect switch.
actual and detailed equipment list covering the equipment associated with this solicitation prepared and provided.
During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
During the pre-bid walk through it was noted that testing of circuit breakers, rated at 100 amps or greater, shall be addressed. Please confirm. Summary of work only identifies “circuit breakers”.
Confirming that only circuit breakers rated at 100 amps or greater need to be tested.
Summary of work identifies disconnects. Does this identify all disconnects or disconnects rated at 100 amps or greater?
Only disconnects rated at 100 amps or greater need to be PM’ed
Summary of work identifies dry transformers. Does this identify all transformers or transformers rated 75.0 KVA or greater?
All Transformers
Price/cost schedule identifies Item Number 0001 and 0002. As informed during the pre- bid meeting, all work shall be performed after hours and on weekends. Please confirm that this work shall be identified under Item 0002 and that Item 0001 shall address all costs with system thermal scanning, written report, AutoCAD drawings, and one (1) diskette addressing all submittal material.
Thermal scanning and reports can be done during normal work hours.
-We are assuming all work to be done at night or weekends? Is this correct? De-energizing of any gear will be done after hours and weekends.
Can circuit breaker model numbers be made available for the circuit breakers located within the 4160V main switchgear?
Follow the link to the manual for the 750 relays
- https://www.gegridsolutions.com/products/manuals/750/750man-ad.pdf
The Statement of Work provides detailed actions to complete on various types of equipment but also references NETA. Do we quote to NETA standard test practices or to what is described in the Statement of Work?
NETA
Are relays to be tested within the medium voltage equipment? Yes
Are there specified shutdown windows of a certain duration that we need to be aware of?
Not necessarily. This will be coordinated with the using area / service. Boiler/chiller shutdowns will depend on what time of year the work is done and the weather
Will you accept NICET Certifications instead of NETA under the Contractor Qualifications? (Most the VA solicitations say either or) I prefer the best practice which is NETA, as it deals specifically with testing.
How many Dry Transformers are there over 500kva?
During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
How many Oil Transformers are there over 500kva?
During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
How many Switchgear Lineups are part of the scope?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
How many Switchboards are part of the scope?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
How many Distribution Panels are part of the scope?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
How many breakers will need to be tested?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
Are we performing primary injection testing on these breakers? Yes How many relays need to be tested?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
What kind of relays are being tested?
During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
See attachment How many Disconnects are being tested?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
How many MCC buckets are part of the scope?
All over 100 amps. During the site visit, I took them to every electric room on campus and allowed them to take pictures of all panelboards, transformers, breakers, switchgear, disconnect switches, transfer switches, etc.
Can we get a better explanation of what (if any) electrical testing that is required on the transformers? It appears just an IR scan, clean and oil sample on oil filled units?
Scan, clean and have the oil tested.
Same as above for “electrical gear”? Section 3, line 3…what “test” is required?
Scan, clean, test trip settings.
Section 2, paragraph A…ABB is an OEM and therefore does not 100% adhere to NETA standards. However, we have standard preventive maintenance procedures that closely resemble NETA. IS this acceptable?
Yes
We are assuming all work to be done at night or weekends? Is this correct?
All but thermal scans, report generation, etc. All de-energizing of equipment will occur after hours or weekends.
How many outages or site visits is expected for this project?
I assume there will be several outages in order to test the breakers. If I were to try to put a number on it I would say 50-75 all in different areas.
Are we bidding on one PM or does “Triennial” indicate this is a 3yr contract? ONE PM
During the site visit, it was mentioned that there would be some one-line diagrams posted to this solicitation, but we have not seen any yet. Can these be provided? Will be provided on next Amendment
Overall, the list of required services on each type of electrical equipment seems very limited, is it assumed that all electrical tests will be performed on each piece of equipment per NETA standards? Or only what’s listed in this solicitation? Everything over 100 amps – Breakers, panelboards, switchgear, Transfer switches, transformers, disconnect switches.
During the site walk on it was indicated that we were only including breaker sizes 100amp and above in this service work but the RFQ document does not indicate that. Can you please confirm.
Only 100 amps and greater.
