Building 1 ATS upgrade Re: Switchgear modernization project GENERAL SCOPE: ATS Upgrade The existing building 1 Emergency switch gear was installed in 1991 during the emergency power upgrade on the campus of the Department of Veteran Affairs Medical Center Washington D.C. The existing switchgear is an electrical system that protects life support systems for patients, visitors and employees, critical and non-critical data. The present switchgear that serves the main facility (building 1) has been phased out with minimal reconditioned parts and no new parts or components available for repairs. During normal maintenance procedure it was discovered by Cummins Power Systems that the communication components that command the switchgear to open and close in sequence with the main breakers in the event of a feeder outage are not reliable with the parts no longer available. If any electronic components in these control cabinets were to fail this could put our employees, patients and visitors in danger with possible security breaches and loss of life. With the impact being critical and the contractor’s recommendation, it would be to the best interest of the facility to upgrade a switchgear distribution that communicates seamlessly with the existing Cummins Digital Command Center Monitoring network
Task 1 ATS Replacement
· Provide all labor parts and support to perform the following upgrades to the Building 1 switchgear:
· Provide and install one temporary ATS (Automatic Transfer Switch) to provide emergency power in the event of a power failure during the transition between the replacement of ATS switches. (6 total) switches must be tested for proper operation after its installed
· Supply and install (6) BT 800 automatic transfer switches
· .All commissioning, and testing is the contactors responsibility
· All utility outages for these replacements planned and agreed upon by both the movement and contractor.
· All power outages for the replacement of these switches will be at the governments convenience
· Field survey and measurement of all automatic transfer switches, and disconnect switches noted on the attached schedule. Contractor must verify all sizes and types of equipment to be replaced and existing field conditions that may hinder normal replacement of equipment.
· Demolition and removal of automatic transfer switches, noted on the attached schedule.
Furnish, install, automatic transfer switches noted on the attached schedule. Critical equipment identified as high priority, as shown on the attached schedule, shall be replaced before other equipment not shown as high priority.
Megger test all cables to be connected to replacement equipment and provide test results to the VA.
Disconnect and relocate existing power feeders and load circuits as necessary to replace equipment.
Perform interior modifications, where necessary, to support the installation of the replacement transfer switches Test and commissioning for all installed ATS’s and feeder modifications
Provide as-built drawings by Professional Engineer (PE).
Provide three (1) year warranty on all labor and parts.
All work must be performed in accordance with the National Electric Code with the guiding reference on NFPA 110 classifications of emergency and standby power systems On-site Commissioning/Training:
· Start-up and Commissioning Procedures Documentation
· Start-Up and Commissioning performed by one engineer in a single trip.
CLARIFICATIONS
Contractor shall be responsible for interfacing and programing all new equipment in this modernization upgrade project to the existing DMC Monitoring Tracer located in the Generator switchgear vault. All cable installations to complete this interface will be the DCVA Medical Centers responsibility.
· There will be scheduled system outages that will be strategically planned to follow the proper procedure per the VA directive.
· Once the new components have been installed and tested for proper operation the contractor will provide scheduled operating classes on the new equipment and its components. All scheduled classes on newly upgraded components will be documented and approved by the COR.
· Within thirty (10) days after award, the Contractor shall provide the COTR with a copy of procedures that the Contractor shall follow, including the manufacturer specifications, the ones listed in paragraph A, and any additional procedures followed by the Contractor.
· Contractor shall adhere to a 180 day timeline to complete this project to include meetings that will be scheduled by the COR of this project to update the VA staff on progress through its completion. If any unforeseen incidence occurs that will delay the completion of this work, the contractor will notify the VA Medical Center immediately stating the cause of the delay and an agreed solution to complete this project in a timely manner.
A. The Contractor shall provide an on-site qualified technicians. All work shall be coordinated and scheduled ahead of time with the COR.
B. All Work conducted under this statement of work shall comply with the VA Master Facility guidelines as well as the current national codes and industry standards.
C. All utility outages shall be after normal working hours or on weekends. When work is in progress, the contractor shall ensure that patient and staff traffic in the corridor or exam rooms shall not be impeded.
D. Any and all major utility shutdowns shall be requested at least 2 weeks in advance for hospital and maintenance notifications and must be after normal working hours or on weekends. No exceptions.
E. The contractor shall follow VA guidelines on disposal of all removed items as well as any component of an environmental hazard and debris generated as a result of the work. This work shall be reviewed and coordinated with the COR before actual work commences.
F. Prior to installation, materials and equipment utilized for this project shall be submitted to the COR for approval. Provided material/equipment submissions shall state the VA specification reference.
G. A manufacturer’s warranty along with electronic copies of all operators and technical/maintenance manuals will be delivered to the DC VA Hospital upon completion of the project before final payment is issued.
H. The contractor shall observe and institute all fire and safety code requirements and precautions as observed by NFPA no. 101, life/safety code and the OSHA requirements. The contractor shall also comply with all DC VA Hospital safety, traffic and parking regulations.
I. Upon completion of the contract, the contractor shall deliver all work complete and undamaged.
J. The contractor shall be responsible for removal of all debris and excess material from the work site.
K. When work is in progress, the contractor shall ensure that hospital operations are not impeded.
L. All workers must obtain an identification badge from the DC VA, prior to beginning work. ID badges can be obtained on a daily basis at the PIV badging office located in building 1 floor one section E Supplies List:
