VAMC (613)

VISN 5 Contract Satellite Office 510 Butler Avenue, Building 306A Martinsburg WV 25405 Amy Ritchey amy.ritchey@va.gov Washington, DC VAMC 50 Irving St NW Washington, DC 20422 amy.ritchey@va.gov Amy.Ritchey@va.gov Questions to Answers, with Hazardous Waste Manifest Attachments 1-3 Solicitation 36C24519Q0426

This solicitation is now extended until July 23 @ 2:00 pm

Note-Below is the hazardous waste questions sheet with answers in red and on page 4, a chart and cumulative graph on showing weight totals of the different waste streams the hospital generates based on the table (satellite accumulation areas).

Since hazardous waste costs are different than the cost of regular trash (hazardous waste costs are based on the amount of weight, and regular trash is based on a flat rate for the number of times a contractor picks up the dumpster. The chart and graph gives a look at:

1. The hospital’s major waste streams

1. The weight totals of each waste stream that is packed and shipped by the current contractor in quarter of FY19 (chart on page 4)

1. The cumulative weight totals of each waste stream ( pie graph on page 4)

Questions and Answers-

1. What company currently provides this service? Environmental Management Services

1. What is the current per unit pricing? Not Disclosing Pricing per unit

1. Will you provide copies of four recent hazardous waste manifests? Yes-see attached.

NOTE: The DC VAMC is one of only a couple VA’s that also has a research facility (human and animal protocols). The major locations of SAA’s are listed in the table below. Some patient care areas have more than one medication room, thus they have 2-8 gallon and 2-2 gallon black RCRA waste containers for pharmaceutical waste.

Regarding the Price Schedule for Hazardous Waste Removal Item 0001: This is the price for transporting and disposing one x 8-gallon DOT rated container of Pharmaceutical Waste? Yes.

Does it include the price of a replacement container? No.

Is it acceptable if BWS overpacks these into 55-gallon DOT-rated containers to reduce disposal cost? Yes.

Item 0003: What will be in this 55-gallon metal drum? Waste aerosols, universal waste (lead-acid batteries), What has been in this drum in the past? Same as above question.

Item 0004: Is this the price for an empty 55-gallon cardboard drum delivered to the site?

What is the volume of waste for each of these Items (0001 – 0006) over the past 6-months? I cannot provide the volume of waste for each of individual containers listed in items 0001 – 0006, but on page 3 of this document a chart has been provided to show the waste accumulation weight totals in each quarter of FY2019. A graph has also been added on page 3 which shows the cumulative weight totals so far in this fiscal year.

Regarding the Price Schedule for Site Services-The additional Pricing for each location was added in error…Please disregard!

There are Price Schedules for 5 locations besides the Washington DC VA Medical Center. Are prices for these other locations included in the evaluation? If so, how many hours/week are currently spent at each?

Item 0001:Is this hourly rate portal to portal? Why is $24.40/hour the Unit Price in the Solicitation?
Items 0002-0005:Are these rates included in the evaluation? If so, how many hours/week are currently required from each?
