Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: VA259-18-AP-6651
1. Contracting Activity: Department of Veterans Affairs, VISN 05, Network Contracting Office 5, VA Central Office, 101-19-1-2708-0002.
2. Nature and/or Description of the Action Being Processed: In accordance with the Caregivers and Veterans Omnibus Health Services Act of 2010, (Pub. L. No. 111-163), VA is responsible for the development and implementation of a comprehensive National Caregiver Training Program for caregivers that are caring for eligible Veterans.
As part of this training initiative, VA has developed an evidence-based online workshop for Caregivers of Veterans. This online workshop allows Caregivers to share their experiences, increase their skills in problem solving and develop skills and confidence in managing difficult behaviors, with a goal of increasing Caregiver self-care, while guided by a curriculum developed by VA through this contract. In order to accommodate Caregiver schedules, the online workshop should be conducted via a feedback forum, or other format that allows Caregivers the ability to login at any hour to view and submit their input. The workshop must be monitored regularly, as defined by the contract, in order to track Caregiver progress and attend to issues as they develop. The workshop shall have trained staff that provides input and feedback to Caregivers who participate in the workshops.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: Online workshop that allows Caregivers to share their experiences and increase their skills in problem solving and managing difficult behaviors, with a goal of improving Caregiver self-care, while guided by a curriculum jointly-developed by VA and the Contractor.
Period of Performance: 10/31/2018 through 10/30/2023 Independent Government Cost Estimate (IGCE): $4,793,591.00

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Only One Responsible Source (FAR 6.302-1) – This Online Training Workshop on Managing Challenging Veteran Behaviors for caregivers of Veterans is a continuation of contract to the highly specialized Building Better Caregivers model developed by a grant in the amount of $2,956,000 to Stanford University’s Center for Patient Education Research and presented by the National Council on Aging (NCOA). The workshop was one of the Caregiver pilot programs supported by VA prior to implementation of the Caregiver Support Program. The successful development and implementation of the pilot program, provides NCOA and Building Better Caregivers the unique position of being the only evidence-based online Caregiver program that was designed and tested specifically for Caregivers of Veterans with challenging behaviors.
Stanford gave the exclusive license of the suite of evidence based self-management programs (which includes Building Better Caregivers) over to Canary Health. NCOA continues to provide thought leadership and advocate for legislature that supports evidence based self-management support programs for patients and Caregivers. However, the licensing and all operations and technical aspects of the product are now with Canary Health. ABK Ventures dba Canary Health is the only entity that can offer Building Better Caregivers (BBC) with an exclusive license from Stanford University.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: A Intent to Sole Source was issued on 9/24/2018 to FBO to inform the vendor community of our intentions. The deadline for responses was 9/28/2018. No responses were received. An FBO posting of the Sole Source Justification will be posted at the time of award for this requirement.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable: The CO has determined the price fair and reasonable based on similar project models such as contract VA245-17-D-0174.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: As described in Section 6 above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: No additional supporting factors to list.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: No responses were received from posting the Intent to Sole Source to FBO.
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
