About this file
This document is a Questions and Answers file addressing clarifications from a site visit regarding chemical water treatment services at Erie VAMC.
The facility operates cooling towers and boiler systems year-round with average daily loads of 20-30 tons. Daily chiller tower makeup water averages 10,000 gallons (summer 2026) or approximately 341,000 gallons monthly. The contract requires both softener salt and dealkalizer salt for maintenance throughout the year. Steam moisture content testing is required twice annually using throttling or separator calorimeters at multiple points. Replacement glycol to maintain the 30% glycol chillers averages 55 gallons per year for system leaks and repairs. The facility's on-site testing program includes daily comprehensive checks of all three boilers, towers, and loops across multiple parameters: boilers require pH, conductivity, hardness, alkalinity (partial and total), phosphates, sulfites, and iron (weekly); softeners and dealkalizers require pH, conductivity, hardness, and alkalinity testing; feedwater, condensate, and city makeup water require pH, conductivity, and hardness; cooling towers require pH, hardness, and conductivity; and chilled water requires pH, conductivity, and freeze point testing. Annual chemical consumption for the boiler system totals approximately 510,000 pounds of makeup per day system-wide, with historical usage including 7 drums of amine, 4 drums of sulfite, and 5 drums of inhibitor (each 55-gallon drums) annually.

Site visit questions and answers.
1) Section 2.3 Mentions the daily boiler makeup and the Tower Tonnage and GPM, but no daily or annual water makeup.
How many months per year do the towers operate?
- 12 months per year.
What is the average load/tonnage per day?
-20-30 ton per day.
What is the average daily or yearly water makeup for the towers?
- Chiller Tower Make up Daily Average- 10,000 Gallons (Summer 2026)
· Chiller Tower Make Up Monthly average- 341,000 Gallons (Based on July 2026 Totals)
2) Section 5.11 mentions that the contract requires Softener Salt to maintain the brine tank throughout the year.
Is Dealkalizer Salt also required in this contract?
- Yes
3) Section 5.12 requires Steam Moisture Content to be tested “As required”.
How often is the Steam Moisture Content to be tested?
- Twice a year. Utilizing a throttling or separator calorimeter. At multiple points.
4) Chillers have 30% glycol.
Is replacement glycol to maintain the system due to leaks, repairs, and/or glycol loss included in the contract? If so, how much is required in the contract?
-Past usage is 55 gallons per year. Contract usage will remain the same
5) As per 3.1.1, on site testing reagents are required to be supplied in the contract.
For on site testing of the boilers, towers, and loops, how often does the staff test/ how many tests are required to be supplied in the contract?
- A complete check of all 3 boilers and towers and loops are performed every 24 hours by Erie VA Staff including the following:
Boilers:
PH
Conductivity Hardness P Alkalinity T Alkalinity Phosphates Sulfites Iron (weekly)
Softeners:

6) At 1400g per water per day, that is 510,000lbs of boiler makeup per year.
Is this per boiler or per day for the whole system?
-Per day for the whole steam system.
How many drums of Amine, Sulfite and inhibitor did you use last year?
Amine – 7-(55) gallon drums.
Sulfite – 4 – (55) gallon drums.
Inhibitor – 5- (55) gallon drums.
