About this file

This document is an Amendment of Solicitation for federal contract opportunity 36C24426Q0684, issued by the Department of Veterans Affairs Network Contracting Office 4 in Pittsburgh, Pennsylvania on June 18, 2026. The amendment serves solely to provide answers to two vendor questions submitted in response to the solicitation. The first question addressed whether this is an incumbent recompete or new project, and the Government identified two previous award numbers (36C24425D0050 and 36C24425D0072), indicating this is a recompete situation. The second question concerned the provision of approved artwork and patch specifications for service-line patches (EVS, NFS, SCM, and FMS), with the Government clarifying that it will provide artwork samples upon award, that US flag patches are available for commercial purchase, and that flag patches will be applied only to FMS uniforms with dimensions to be provided by the VA.

All substantive vendor questions have been answered and the question period is now closed; no further questions will be accepted. The solicitation response deadline remains unchanged at 1:00 PM Eastern Time on Tuesday, June 30, 2026. All other terms and conditions of the original solicitation remain in effect. Contracting Officer Stephanie McFadden executed this amendment on behalf of the Government.

I. The purpose of this solicitation amendment is to answer vendor questions for solicitation 36C24426Q0684.

II. Vendors submitted 2 questions. The Government has included those questions verbatim and provided answers below:

Question 1: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past?

Answer 1: 36C24425D0050; 36C24425D0072.

Question 2: Will the Government provide the approved artwork, logos, and patch specifications for the required service-line patches (EVS, NFS, SCM, and FMS), or will the contractor be responsible for designing and submitting patch artwork for Government review and approval?

Additionally, if artwork will be provided by the Government, will it be made available to the successful contractor upon award?

Answer 2: The Government will provide samples of the artwork. Upon award, samples and artwork will be sent. US flag patches are readily available for purchase on the open market. The VA will send appropriate dimensions for flag patches. Note: Flag patches will only be applied to FMS uniforms

III. The Government has answered all timely vendor questions, and the question period has closed. The Government will not accept further questions relating to this solicitation. The solicitation response time remains 1:00PM, ET, Tuesday, June 30, 2026.
