About this file
This document is an Amendment 0001 to a Request for Quote (RFQ) issued by the Department of Veterans Affairs, Network Contracting Office 4, for the procurement of police ballistic shields and related equipment.
The solicitation number is 36C24426Q0505, with an effective date of May 1, 2026. The amendment extends the deadline for quote submission from May 4, 2026, to May 11, 2026, at 3:00 PM EDT. The solicitation addresses vendor questions regarding the Ballistic Shields requirement, with all questions and responses documented in the amendment. Quotes should be submitted via email to tyler.kraft@va.gov, and delivery is required to Wilmington VAMC, 1601 Kirkwood Highway, Wilmington, Delaware 19805, FOB Destination. The required items consist of three Marrero Armor Lightweight Type III Double Cutout ballistic shields (20x30 with viewport), three Marrero Armor Tactical Shield Covers (double cutout, police lettering), three Fox Fury B30 Ballistic Shield Lights (1,000 lumen), installation of the shield lights (including batteries and pouch), and six Marrero Armor Lightweight Type III 10x12 hard armor plates. Key clarifications from the vendor questions include that RF1 (rather than RF2) rifle-rated protection is acceptable; hard armor plates must be NIJ certified on the Certified Products List; the complete shield system must be fully assembled and ready for immediate operational use upon delivery; and offerors proposing brand-name-or-equal products must provide NIJ test reports and specification sheets for technical acceptability evaluation. An OEM authorization letter indicating the offeror is authorized to distribute the product is required.

S05 Vendor Question Log - 36C24426Q0505 for Police Ballistic Shields
QUESTION - Do these items need to be Berry Compliant?
RESPONSE – No, Berry compliance deals with DoD funded procurements.
QUESTION - Given the discrepancy, I want to clarify requirements with you, specifically whether the Rifle Rated protection RF2 is needed, or if RF1 is acceptable?
RESPONSE – Yes, RF1 is acceptable. I don’t know if they make lightweight RF2
QUESTION - The bid states shields and the PDF for bid states plates. Just confirming it is plates?
RESPONSE – The bid is for 3 ballistic shields and 6 (3 sets of 2) hard armor plates
QUESTION - Does this RFP require that the plate be NIH certified on the CPL. It does not state in RFP.
RESPONSE – Yes
QUESTION - Is there a certain portal that is needed for submittal of the bid?
RESPONSE – Bid submission should be submitted via email to tyler.kraft@va.gov.
QUESTION - The solicitation references government-specified delivery timeframes but does not state a specific required delivery date. Would you be able to provide an estimated delivery date for all CLINs to the Wilmington VAMC facility?
RESPONSE – Delivery date based on anticipated delivery lead time.
QUESTION - CLIN 0003 / CLIN 0004 SPLIT — CLIN 0003 calls for the FoxFury B30 Ballistic Shield Light and CLIN 0004 calls for installation of the shield light including batteries and pouch. The brand-name product (FFTB30) is sold as a single bundled unit that includes mounting hardware, batteries, and pouch. Please confirm how offerors should price and present these as two separate line items on the quote, given that the referenced product bundles all components together.
RESPONSE – 1 line item for equipment and 1 line item for installation
QUESTION - The solicitation states that equipment must be fully assembled prior to delivery. Please confirm whether "fully assembled" means the complete shield system (shield, cover, armor plate inserts, and mounted light) is to arrive at the delivery location ready for immediate operational use, or whether any on-site assembly by the contractor is anticipated.
RESPONSE – Ready for immediate operational use
QUESTION - For offerors proposing a "brand name or equal" product, beyond meeting the 11 minimum specifications outlined in the Statement of Need, what specific documentation will the Government require to evaluate technical acceptability (e.g., NIJ test reports, spec sheets, third-party certifications)?
RESPONSE – NIJ test reports and spec sheets
QUESTION - Section E.1 requires an OEM Authorization Letter per VAAR 852.212-71. Please confirm whether this letter must be addressed specifically to the Department of Veterans Affairs / this solicitation, or whether a general distributor authorization letter issued by the OEM to the offeror is sufficient for responsiveness.
RESPONSE – General distribution letter issued by OEM indicating offeror is authorized to distribute product.
