About this file

This is a Justification for Single Source Awards document submitted by the Department of Veterans Affairs, VISN 04, VA Pittsburgh Healthcare System for a simplified acquisition procedure procurement.

The VA seeks to purchase twelve (12) Philips MX40 wearable patient monitors (Part Number 865350_1) with integrated features including Enhanced Arrhythmia Detection (C01), Impedance Respiration (M02), and ECG + Fast SpO2 Enabled (S02). The equipment will be connected to the facility's existing central monitoring system to enable real-time transmission of patient electrocardiogram data to centralized monitoring stations. The procurement falls over the micro-purchase threshold but does not exceed the simplified acquisition threshold. Philips Healthcare is identified as the sole source capable of providing telemetry equipment compatible with the VA's existing IntelliSpace Cardiovascular (ISCV) system infrastructure, including IntelliSpace Portal, IntelliSpace Interoperability, Xper Hemodynamic software platform, bedside monitors, IntelliVue X3 transport monitors, and the centralized Information Center. The justification notes that alternative products would result in system incompatibility, require replacement of existing equipment, necessitate additional staff training, and introduce unacceptable operational and patient safety risks. The existing Philips monitoring system is not scheduled for replacement until 2028. Market research was conducted through SAM, FPDS, DSBS, and GSA Advantage, identifying at least six authorized small business distributors, though none were capable of meeting the specific system compatibility requirements. Contracting Officer Amanda Saunders certified the justification on February 13, 2026, in accordance with FAR 13.106-1(b).

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Philips Healthcare (formerly Philips Medical Systems) is the only source capable of providing telemetry equipment compatible with the VA’s existing IntelliSpace Cardiovascular (ISCV) system, including IntelliSpace Portal, IntelliSpace Interoperability, and the Xper Hemodynamic software platform. The Philips IntelliVue MX40 telemetry packs integrate seamlessly with the currently deployed Philips monitoring infrastructure, including bedside monitors, IntelliVue X3 transport monitors, and the centralized Information Center used for data transmission.
