About this file

This is a Sources Sought Notice posted by the Department of Veterans Affairs Network Contracting Office (VISN 4) seeking information on vendors capable of providing high-input, automated Chemiluminescent Immunoassay (CLIA) testing services. The VA Pittsburgh Healthcare System and Philadelphia VA Medical Center have a combined requirement for immunoassay testing for CMV, Lyme disease, Measles, Mumps, Rubella, and VZV. All work must be performed at two locations: VA Pittsburgh Healthcare System University Drive Campus in Pittsburgh, PA 15240, and Corporal Michael J Crescenz VA Medical Center at 3900 Woodland Avenue in Philadelphia, PA 19104. The Product Service Code is 6630 and the NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing). The solicitation number is 36C24426Q0263, with responses required by February 11, 2026 at 4:00 PM Eastern Time. This is explicitly not a solicitation for bids or proposals at this time, but rather a market research effort to identify potential vendors.

Interested vendors must submit responses via email to Contracting Officer Keri Hester (keri.hester1@va.gov) that include company name, address, point of contact information, phone, email, DUNS number, CAGE code, Tax ID, capability statement, and relevant product literature. All respondents must have active registration in the System for Award Management (SAM) database. Vendors are required to indicate their socio-economic status under NAICS 334516, including whether they are small businesses, veteran-owned small businesses (VOSB), service-disabled veteran-owned small businesses (SDVOSB), HUBZone certified, woman-owned, or large businesses, and whether they hold a GSA/FSS schedule. The notice indicates that under 38 U.S.C. 8127(d), the VA may restrict competition to veteran-owned small businesses if two or more qualified VOSB vendors are available at a fair and reasonable price. Phone calls are not accepted; all inquiries must be directed to the contracting officer via email only.
