About this file

This is an Amendment to a Request for Quote (RFQ) for Philadelphia Veterans Affairs Medical Center (VAMC) phone answering services, issued by the Department of Veterans Affairs Network Contracting Office 4 in Pittsburgh, Pennsylvania. The solicitation number is 36C24426Q0223, effective January 26, 2026. This amendment implements two primary changes: answers to vendor questions and an updated Performance Work Statement (PWS) adding Juneteenth as a recognized holiday, bringing the total to 11 holidays.

The solicitation addresses phone answering services to be performed on-site only at the Philadelphia VAMC with no remote work accommodated. The current contract incumbent is VA119A-17-D-0099 (36C24425N0901). Historical call volume data indicates monthly call volumes ranging from approximately 27,000 to 32,900 calls, with no future negotiations to be conducted for increased volumes. Key requirements include: a Tier 1 background check prior to performance start; completion of mandatory HIPAA/PII and systems training (CPRS, VistA, Cisco Finesse) through the VA's Talent Management Service before the period of performance begins; wage determination per 2015-4233 Rev. 35 as of December 3, 2025; and no expected travel costs. An onsite supervisor (Medical Center Point of Contact) is present during business hours Monday through Friday. Representatives and Certificates/Contract fill-ins may be submitted as separate attachments without counting against any page limit, and all properly submitted documents will be accepted as formal vendor quotes since no Standard Form 1449 is required for this combined synopsis-solicitation.

10. FTE Staffing tables – These represent the expected amount of staffing for the appropriate days/time

11. Are there any specific performance challenges or areas of emphasis the Government is seeking to improve on – Candidates complete all required HIPPA/PII training prior to starting date so that they can obtain system access and complete job training in a timely manner. We have had several contract employees who arrived on site who were not able to get access because training (HIPPA/PII) was not completed. This delays operators from getting access to systems needed for on-the-job training.

12. Holidays – Juneteeth has been added to the table in the PWS and now accounts for 11 holidays. This has been the only update to the PWS and an updated file is included in the RFQ posting.
