The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre- Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Corporal Michael J. Crescenz VAMC, Philadelphia, PA, 19104 has a requirement for a thyroid uptake system.

The following Items are required:

1. Thyroid uptake system with a 1 inch well

· Shielded detector with a flat-field collimator and a multi-channel analyzer (MCA)

· Use sodium iodine (NaI) detector

· Cap-DICOM Interface – User friendly software needed for the thyroid uptake system that enables network communication with CMCVAMC information system and Picture Archiving Communication System (PACS).

· Isotope library

· Can handle both liquid and capsule forms of radiopharmaceuticals

· Neck Phantom for Thyroid Uptake System – A device need that simulates a patient’s neck to calibrate and test the accuracy of equipment used in thyroid uptake studies.

· Counterbalanced, articulating arm for easy detector positioning

· An adjustable height and horizontal reach to accommodate patients and positioning requirements

· Wheels for easy mobility

2. Training - The Contractor would be required to provide training for Technologists and Radiologists. Educate staff on the system’s features and quality control procedures. The training will be established collaboratively and will be aligned with the delivery and library installation of the machine.

3. Standard Warranty

ALL WORK TO BE COMPLETED AT THE FOLLOWING LOCATION:

** Note: In accordance with the U.S. Supreme Court decision regarding Kingdomware, service disabled veteran owned (SDVOSB) and veteran owned (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services shall be verified by the Small Business Administration (SBA) at the following link to be considered: https://search.certifications.sba.gov/.

Process in 38 U.S.C. 8127(d) whereby a contracting officer of the “Department ” shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States.” For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database.
