About this file

This document is a Questions and Answers (Q&A) file for Solicitation 36C24426Q0082, issued by the Department of Veterans Affairs Veterans Health Administration for ongoing bulk water softening salt deliveries to the Coatesville VA Medical Center. The solicitation is a Small Business Set-Aside for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year ordering period, estimated to require 375 tons of water softening salt. Deliveries are expected twice per month, with no on-site storage available, requiring vendors to plan frequent, smaller deliveries.

The Q&A document provides detailed submission requirements, including a three-part quote structure: Administrative (with SF1449 form), Technical (2-page limit with manufacturer specifications), and Price (unit pricing). Market research did not identify sufficient Service-Disabled Veteran-Owned Small Businesses (SDVOSB) to make it a SDVOSB set-aside. The solicitation is strictly for salt delivery, with no system service included, and requires vendors to acknowledge all amendments before the quote submission deadline.

Questions submitted in response to solicitation 36C24426Q0082 Coatesville Water Softening Salt

1. Is this a 5 year contract ? And do you guys need 375 Tons of Bulk water softener ?

The Government is seeking to establish a Indefinite Delivery Indefinite Quantity ordering vehicle with a 5-year ordering period. It is estimated that 375 tons of water softening salt will be ordered.

2. “Bi-monthly.” Could you please confirm whether this means twice per month or once every two months as it applies in this contract?

The contractor shall top off the underground holding tank on an estimated twice per month basis.

3. Why did this not come out as a SDVOSB Set-Aside?

Market research did not result in a reasonable expectation that quotes would be received from at least two Service Disabled Veteran Owned Small Businesses in response to this solicitation.

4. Is there any type of form for me to fill out for the bid?

Detailed instructions for quote submission are within the solicitation in Section E.2 (bottom of page 21 – top of page 23). Specifically, there should be three sections.

Administrative – Must include the completed SF1449 (Page 1 of the solicitation document) and the Contract Administration Data Block (Page 3), acknowledgement of all amendments issued before the quote submission deadline, and completed fill-ins for the clause at FAR 52.225-2 if providing a foreign end product.

Technical – 2 page limit to provide manufacturer specifications demonstrating compliance with the Statement of Need. Place of manufacture must be included.

Price – Fill in the unit price, amount, and grand total for CLIN 0001 in the Price/Cost schedule.

5. Is the service for the system included in this or is this strictly for the delivery of the bulk water conditioning salt?

No service of the water softening system is included. Only recurring deliveries of bulk water conditioning salt.

6. Can you confirm if you can store bulk deliveries on site?

No storage for additional salt is available; therefore offerors should anticipate needing to deliver salt on an estimated twice per month basis. Estimates and historical usage are included within the Statement of Need.

All offerors must acknowledge this amendment at the time of quote submission or prior to the quote submission deadline.
