About this file
This is a Justification for Single Source Awards document submitted by the Department of Veterans Affairs, Wilkes-Barre Medical Center (VAMC), under RFO 12.102(a) for a contract action valued over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $350,000.
The acquisition involves replacing an existing sensor with a Setra DPT 2.5" wc DIN 4-20 ma sensor to interface with Air Handling Unit 23 (AHU 23) and the facility's Metasys network controller. The contractor will perform all necessary control and sequence changes to support proper pressure, air changes, and humidity settings. This work is critical to the pharmacy clean rooms where sterile and sterile hazardous drugs are compounded, requiring strict environmental controls for drug safety compliance. The justification for sole source award to Johnson Controls is based on the facility's existing single building automation system throughout the hospital that is fully integrated with Johnson Controls' Metasys system. The contracting officer notes that while market research identified alternative ATC systems and building automation providers, deploying a different system would require costly infrastructure installation, system conversion integration, and ongoing dual-system maintenance. Additionally, future software updates could compromise system interoperability or necessitate expensive conversions. Johnson Controls is identified as the only authorized company capable of installing, certifying, and modifying software for the existing Metasys system. The justification was approved and certified by Contracting Officer Stephanie Luniewski on July 22, 2026, under Acquisition Plan Action ID 36C244-26-AP-3750.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW RFO 12.102(a) For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)
Acquisition Plan Action ID: WB HVAC AHU 23 Controls |36C244-26-AP-3750
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilkes-Barre Medical Center (VAMC)
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The contactor will replace existing sensor and replace with Setra DPT 2.5" wc DIN 4-20 ma set to interface with AHU and Metasys network controller. The contactor will make all necessary controls or sequence changes to accept the new sensors and to allow for proper pressure, air changes, and humidity settings or sequences. The work is on AHU 23 serving the pharmacy clean rooms that allow for the facility to mix sterile and sterile hazardous drugs, this area has strict pressure, temperature and humidity requirements to ensure drug safety.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Wilkes Barre VAMC has a single building automation system that controls the HVAC, and critical alarms form a central networked server supported by controllers in the field. Johnson Controls ‘Metasys’ building automation systems and components are currently installed throughout the hospital and are linked to the facility’s Metasys® building automation system. In order to maintain existing warranties, Johnson Controls must install and certify all new installations and must make all software modifications and updates. Johnson Controls is the only company that can provide this product and service. There are no other companies authorized to work on Johnson Controls products.
4. Description of market research conducted and results or statement why it was not conducted:
The requiring activity has performed market research and has identified other sources which can provide ATC systems and building automation systems. However, the facility already has Johnson Controls building automation systems. It would not be cost-effective for the facility to install infrastructure for a new system or to maintain multiple systems. Also, the cost of installing and maintaining a system to convert the output from a different ATC system into the Metasys® system would outweigh any potential upfront savings realized by using a different system. There is also the possibility that future software updates could cause a situation where the two differing systems can no longer interface with each other or may require costly conversions to maintain existing ATC systems.

5. Contracting Officer's Certification: Purchase is approved in accordance with RFO 12.102(a) I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
