About this file

This is an Amendment No. 005 to a federal construction solicitation for the Wilmington VA Medical Center (VAMC) Tuckpointing Project No. 460-20-004, issued by the Department of Veterans Affairs Network Contracting Office 4. The amendment extends the bid opening deadline to November 5, 2026 at 10:00 AM EST, with all bids to be submitted electronically to vanessa.chmielewski@va.gov. Key modifications include removal of previously required deduct alternate pricing, addition of FAR clause 52.228-1 requiring a bid guarantee of 20 percent of the bid price or $3,000,000 (whichever is less), amendments to the Construction Scope of Work for tuckpointing, and posting of responses to 98 contractor questions and VA clarifications. The project scope encompasses masonry restoration work across eight buildings (1, 7, 10, 13, 15, 17, 18, and 19-20), including tuckpointing, brick and stone replacement, sealant removal and replacement, roof anchor installation (over 100 anchors), window caulking, and complete building facade cleaning upon completion. The contract period of performance is 270 days, with baseline work hours Monday through Friday, 7:00 AM to 4:30 PM. The contractor must provide a dedicated Superintendent and Quality Control Manager (who may be the same person), with a separate full-time Site Safety and Health Officer employed by the General Contractor; the SSHO is required to visit the site daily and conduct weekly safety inspections and toolbox talks. VA-provided resources include 208V 3-phase 100-amp service on the eighth floor roof for swing stage power, space for a contractor mobile office with aerial electrical connection, water connections, designated dumpster location near the loading dock, permission for portas potties within 100 feet of work areas, and coordinated roof access (with restrictions on unlocked/propped roof access doors for suicide prevention). The contractor must supply temporary fencing around laydown areas, overhead protection for work above the courtyard, and comply with specific requirements for roof anchor installation including certification testing and first annual inspection. Contractors are limited to one lettered company vehicle in the main parking lot, with employee personal vehicles to be parked on Kirkwood Highway. The solicitation confirms that all bracketed photo references correspond to available photographs in a photo book, that material specifications must match existing stone types (either natural or cast stone as applicable), and that any discovered additional deteriorated work beyond contract documents will be handled as contract modifications. The successful bidder will submit a project plan post-award rather than with the initial bid.

(End of provision)

Contractor Questions and VA responses.

1. Note C: Is it just the quantity indicated or is the whole hatched area shown?

VA Response: The bid quantity is all the joints in the specified square footage, or a specific linear footage. The hatched area may be bigger than a SF quantity listed. Submit unit prices for LF of repointing. Photograph and notify COR where conditions are found to vary from those shown on the bid documents and track additional quantity of repointing.

2. Is the GC responsible for supplying 220 at all the buildings for the swing stages?

VA Response Required: 208V 3 phase 100 Amp service is available for contractor use on the West side of the 8th Floor roof.

3. Is it correct to assume all new stones to be cast stone (notes R & S) VA Response: The base bid is for replacement stone is to match the type of stone removed. Some units are cast stone and others are natural. It is recommended the contractor verify during a pre-bid site visit, information regarding material dimensions, types, finishes, textures, colors, profiles, etc. See 01 00 00, Section.1.2.

Several vendors offer cast stone products designed to match natural stone products used in the era when these buildings were constructed. After award, the contractor may submit an alternative to natural stone for approval.

4. Building 1 general note: “Remove and replace all sealant at vertical and horizontal joints of green stone façade panels.”

a. Can this be better depicted for areas of work or an assumed quantity provided?

VA Response: The sealant joints at the greenstone (serpentinite) panels only occur at Building 1 and the quantity must be verified by the Contractor during the bidding process. It is recommended the contractor perform a pre-bid site visit prior to submitting a bid. See 01 00 00, Section.1.2.

5. Drawing South Elevation: 1AE 101: For the three panels at the doorway shown on the elevation can the size LxWxH be provided? Again, assuming cast stone?

VA Response: Exact dimensions will not be provided and must be verified by the Contractor. It is recommended for the contractor to verify during a pre-bid site visit. See 01 00 00, Section.1.2. See Question 3 for material information.

6. Are the bracketed numbers on the elevation notes picture references? If so, can you supply the photos?

VA Response: Yes. A photo book was provided to the VA and is available upon request and is too large to be sent by email.

7. No notes show window perimeter joint caulking. What is the condition of the joints? And is this to be included?

VA Response: Notes where window perimeter are included on the drawings as a general note in the deficiency table or elevation notes if all window sealants are to be replaced and listed as individual tags at isolated windows or doors where replacement is required.

8. Do we need to provide protection when working above the courtyard (picture below)?

VA Response: YES

9. Deficiency note C (brick and stone replacement, remove and replace indicated existing deteriorated, broken, or cracked brick). Is the scope limited to the quantity indicated at each callout, or does it extend to the full hatched area shown on the elevation at that location?

VA Response: Note C is for repointing. Note D is for brick replacement. The bid quantity is the number of bricks, and those bricks are located within the hatched area. The hatched is typically bigger than the brick replacement quantity listed. Submit unit prices for Ea. brick replacement. Photograph and notify COR where conditions are found to vary from those shown on the bid documents and track additional quantity of replaced bricks.

10. New stone units. Several callouts, including notes R and S, call for removing and replacing deteriorated stone panels, sills, and brick to match existing. Is the contractor to assume all new stone is to be cast stone, or is natural stone required to match existing in any location?

VA Response: See response at Question 3.

11. Green stone facade panel sealant, Building 1 general note (remove and replace all sealant at vertical and horizontal joints of green stone facade panels). Can the VA better define the areas of work for this item, or provide an assumed linear foot quantity for bidding, since the note is campus-wide without a tagged quantity?

VA Response: See response at Question 4.

12. South Elevation, drawing 1-AE101, the three limestone panels at the doorway, deficiency [#9136]. Can the VA provide the panel dimensions (L x W x H), and confirm whether replacement is cast stone or natural stone?

VA Response: See response at Question 3.

13. Window perimeter joint sealant. The drawings do not carry a note for window perimeter joint caulking. Can the VA confirm the condition of the window perimeter joints and state whether window perimeter sealant replacement is included in the scope of this contract?

VA Response: See response at Question 7.

14. Separately, two items we are carrying as contractor responsibility unless the VA directs otherwise, and would welcome confirmation on: temporary power for the swing stages (planned as contractor-furnished, as there is no VA-furnished power provision in the SOW), and overhead protection where work occurs above the courtyard and other occupied or trafficked areas (planned per the SOW protection and cleanup requirements).

VA Response: See responses at Questions 2 and 8.

15. Tuckpointing quantities: Should bidders price the repair areas and percentages shown on the drawings? Section 04 05 31 requires the contractor to inspect the joints and notify the COR if actual conditions differ. How will quantities above or below those shown be measured and paid?

VA Response: See response at Question 1.

16. Brick replacement: Please provide a bid quantity or allowance for replacement of spalled brick and brick with holes greater than one inch, by building. How will additional damaged units found during the work be handled?

VA Response: See response at Question 9.

17. Sealant: Please identify the joints and estimated linear footage requiring removal and replacement by building and elevation. Does the scope include all exterior caulking or only designated locations?

VA Response: Locations requiring sealant removal and replacement are indicated on the bid documents. Some quantities must be verified by the Contractor during the bid process. It is recommended the contractor perform a pre-bid site visit prior to submitting a bid. See 01 00 00, Section.1.2.

18. Roof anchors: Please confirm the number and locations of permanent roof anchors, along with responsibility for design, testing, roof penetrations, flashing, and restoration of any existing roof warranty.

VA Response: The Contractor is to install the roof anchors as indicated in the drawings and specifications. The layouts shown are conceptual and final layouts must be submitted and approved. Also, the contractor is responsible for submission for approval, installation (including materials, roof penetrations, flashing, and restoration of any existing roof warranty), certification testing, and first annual inspection of new and existing anchors. No anchors may be used before certification testing.

19. General construction limits: The SOW references excavation, utilities, sidewalks, retaining walls, stormwater, paving, and landscaping. Which of these items are required for this project, and where are they shown on the drawings?

VA Response: Disregard, there is no site work to be performed as part of this project.

20. Building and access limits: Please confirm the buildings and elevations included in the base bid, whether unmarked areas require repair, and any restrictions on lifts, scaffolding, roof access, work hours, or concurrent work areas.

VA Response: The Items and quantities on elevations shown for buildings 1, 7, 10, 13, 15, 17, 18, and 19_20 are included.

21. Existing Brick: Is the recommended manufacturer or an original specifications for the existing brick?

VA Response: No specification exists. Physical samples should be provided for review and VA approval.

22. Note C – Quantity vs. Hatched Area: For Note C, clarify whether the required work is limited to the specific quantity identified on the drawing, or if the intent is for the entire hatched area shown to be included in the scope of work. If the entire hatched area is to be included, confirm the approximate quantity or limits of work for bidding purposes.

VA Response: See response at Question 1.

23. Swing Stage Power Requirements: Confirm whether the General Contractor is responsible for providing 220V electrical power at each building where swing stages will be used. If so, identify whether existing VA power sources may be used and where connection points are available, or if the contractor is expected to provide temporary power independently.

VA Response: See response at Question 2.

24. Cast Stone – Notes R and S: For the replacement stone identified under Notes R and S, confirm whether all new replacement units are intended to be cast stone. If multiple types of stone are required, identify the material type, finish, color, and profile required for each location.

VA Response: See response at Question 3.

25. Building 1 – Green Stone Façade Sealant: Building 1 General Notes state: “Remove and replace all sealant at vertical and horizontal joints of green stone façade panels.” Provide additional clarification on the limits of this work. Can the areas requiring sealant replacement be more clearly identified on the elevations, or can an approximate linear footage or quantity be provided for bidding purposes?

VA Response: See response at Question 4.

26. Drawing 1-AE101 – Stone Panels at Doorway: On Drawing 1-AE101, South Elevation, three stone panels are shown at the doorway. Provide the approximate dimensions of these panels, including length, width, and thickness. Also confirm whether these replacement panels are to be fabricated from cast stone and whether the new material is required to match the existing color, texture, and profile.

VA Response: See response at Question 1.

27. Bracketed Numbers on Elevations: Several elevation notes include numbers shown in brackets. Confirm whether these bracketed numbers correspond to existing-condition photographs or inspection photographs. If so, provide the referenced photographs so bidders can better understand the specific repair conditions and extent of work at each location.

VA Response: See response at Question 6.

28. Window Perimeter Sealant: The drawings do not appear to specifically identify removal and replacement of sealant around window perimeters. Confirm whether window perimeter caulking is included in the project scope. If it is included, please identify which buildings or elevations require this work and provide an approximate linear footage or other quantity for bidding purposes.

VA Response: See response at Question 7.

29. Courtyard Overhead Protection: Where work will be performed above the courtyard or other occupied pedestrian areas, confirm whether the contractor is required to provide overhead protection, covered walkways, debris netting, or other protective measures. If specific VA requirements apply, provide the required type of protection and any restrictions on maintaining access through the courtyard during construction.

VA Response: See response at Question 8.

30. Project Plan: Confirm whether the Project Plan is a bid responsiveness requirement that must be submitted with the Proposal at the bid opening, or whether it is intended to be submitted by the successful bidder after award and prior to construction.

VA Response: Plan will be submitted by the winning bidder.

31. Format and Length: If the Project Plan is required with the bid, please confirm whether the VA has any required format, page limitation, section organization, level of detail, or required attachments for the plan.

VA Response: Plan will be submitted by the winning bidder.

32. Four Required Deduct Prices: The solicitation states that four deduct prices must be included with the initial bid, but the provided price schedule identifies only one construction-services line item. Identify the exact scope associated with Deduct Alternates 1 – 4.

VA Response Required: The Scope of Work has been amended to remove the deduct requirement.

33. Amendment 04: Requires an add/subtract unit price but does not clearly define the unit, estimated quantity, or work item.

VA Response Required: The Scope of Work has been amended to remove the deduct requirement.

34. Bid Schedule Revision: Will a revised Price/Cost Schedule be issued showing the base bid, four deduct alternates, and required add/subtract unit price as separate bid items? The current schedule appears to provide only item 0001 – Construction Services – Tuckpointing, 1 Job, while the proposal instruction requires additional deduct and unit pricing.

VA Response Required: The Scope of Work has been amended to remove the deduct requirement.

35. On the Roofing Drawings, they show Circles and Triangles that represent new Roof Anchors, please confirm the General Contractor is to install however many the Drawings show? There are over 100.

VA Response: See response at Question 18.

36. Is there still a Warranty on the existing roofs that require Roof Anchors? If so, who is the manufacture?

VA Response: There are several warranties still in place. Firestone and Mule Hide are two of our roofing systems. Detailed information will be provided to the successful bidder.

37. Please provide Details for the sill replacement.

VA Response: During generation of the bid documents, the existing detailing could not be verified without compromising a marginally serviceable assembly. Contractor is to expose the area by removing components, verifying the assembly, acquire new components, and re-assemble in the manner in-kind. If Contractor prefers to use an anchor system that differs from the original construction, they can submit an alternate assembly for approval.

38. Please provide Details for the panel replacement.

VA Response: See response at Question 37.
