About this file
This is Amendment 0002 to solicitation 36C24425Q0331, which provides answers to vendor questions and includes a previous quarterly fire barrier inspection report. The amendment clarifies details for a follow-on contract (previously 36C24420P0228) for fire barrier inspections and repairs at Lebanon VA Medical Center in Pennsylvania. The work requires quarterly visual inspections of the entire facility including walls, ceilings, and floors, with repairs using approved fire-rated materials like caulk, putty, bricks, and pillows.
Key details clarified through Q&A include: no immediate repairs are identified but may arise from initial inspections; no engineering judgments have been used to date; destructive testing is not required; some building locations lack formal drawings/plans; and the VA does not have an in-house barrier management program. The solicitation is set aside for SDVOSBs with NAICS code 238310 and responses are due March 18, 2025 at 3:00 PM ET. The contract will be managed by VA Network Contracting Office 4 Services 2 in Philadelphia, with work performed at the Lebanon VA Medical Center.

Questions and Answers Submitted in Response to 36C24425Q0331 – Fire Barrier Inspections/Repair Lebanon VA Medical Center 1700 South Lincoln Avenue, Lebanon, PA 17042
1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.
Answer: This is a follow-on contract previously awarded under contract 36C24420P0228.
2. Can the contracting office release information regarding repairs done during the previous contract?
Answer: This contract is very fluid in regard to repairs. Fire caulk is the typical choice. However, fire putty, foam fire bricks, and fire pillows are all approved products as long as they meet the standard listed in the SOW. No complete list of repairs is available since they’ve previously been performed by a combination of contractors and in-house staff.
3. Are there specific locations already identified (by contracting and/or the previous contractor) that will require repair?
Answer: There are no identified locations that require repair immediately after award, but repairs may be identified during the initial round of inspections after award.
4. If awarded, will the contractor be provided with the engineering judgements approved / performed on existing locations?
Answer: No engineering judgements have been utilized so far; this is included in the SOW to cover any special cases should the need be identified.
5. Will destructive testing be required in this effort? Or does the SOW focus on visual inspection only?
Answer: Visual inspection only. All work completed shall be documented with before and after pictures in the report.
6. Will the VAMC, Contracting Officer, Program Manager, or anyone else have access to the UL assemblies utilized for these penetrations / fire and smoke barriers?
6.1. “UL” meaning Underwriter Laboratories. These are the lab tested assemblies approved for specific ratings. Based on these tested assemblies, the firestopping on site should reflect the UL certification.
Answer: The fire caulk, putty, bricks, and pillows should meet the standards outlined in the SOW (1-hour rated and 2-hour rated barriers). We do not have those products or provide them, it is the responsibility of the contractor to provide those.
7. Solicitation 36C24425Q0331, attachment A, references building numbers 19, 34, & 35; however, these buildings are not listed in the diagram. Can you please confirm this information?
Answer: In reference to attachment A, some of the drawings reference outdated building numbers and not all fire stop plans are included. Some of the locations requiring service do not have a formal drawing or plan. In these cases, the Program Manager will direct which barrier ratings are appropriate.
8. The statement of work section 2 specifies inspection/repair of walls in several locations. Does the VA want the ceilings inspected and repaired in these areas as well?
Answer: The inspections and repairs shall include the ceilings and floors as they are considered fire and/ or smoke barriers.
9. The statement of work section 3.1 specifies quarterly inspections. Please verify that the VA wants the entire facility inspected/repaired quarterly (hence 4 times per year).
Answer: Yes. The entire facility shall be inspected every quarter.
10. Does the VA currently have an in-house active barrier management plan/program?
Answer: No, we do not. There is a verbal policy for all of our in-house shop personnel to fire caulk/ fire stop any penetrations they happen to make during any work they may be doing. Any contractors that are working are supposed to fire caulk/ fire stop as a part of their contracts. In some instances the fire caulk/barriers fail or are not sealed following work performed on site, which should be corrected in the performance of this contract.
11. Section B Item 2 states, "The response shall also provide the subcontractor’s business name and UEI." Based on VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING, subcontractors are not required to possess a UEI. Can you please confirm a UEI is only required for the Prime Contractor and not potential subcontractors?
Answer: A UEI is not required for subcontractors, and subcontractors without a UEI can be utilized. The subcontractor’s business name must be included, and the UEI (if available) may be submitted.
12. Can the Prime Contractor submit Past Performance Projects completed by their subcontractor?
Answer: Yes
13. Can you please provide the Life Safety Plans for the following locations? These were not included in the plans already provided.
13.1. Building 19 Ground floor through 3rd floor and Attic
13.2. Building 104 Basement and 2nd floor
13.3. Building 34
13.4. Building 35 Floors 1 and 2
Answer: In reference to attachment A, some of the drawings reference outdated building numbers and not all fire stop plans are included. Some of the locations requiring service do not have a formal drawing or plan. In these cases, the Program Manager will direct which barrier ratings are appropriate.
14. Can you please provide the most recent quarterly inspection report so we can get a rough idea of the number and magnitude of repairs that have previously been required?
Answer: Yes, see Attachment B for the most recent report.
15. CLIN X002 is requesting various hourly rates which we'll provide. The overarching line item is requesting 1 LT. Please confirm offerors only to provide hourly rates and the 1 LT is to be blank, or can you provide a value for us to populate for this line item?
Answer: The unit price and total amount for Line Items 0002, 1002, 2002, 3002, and 4002 does not need to be completed. Only complete the Hourly Service Rates within each of the listed Line Items (Standard Time, Overtime, and Emergency).
