About this file
This is a Sole Source Justification document for a bridge contract between the VA Pittsburgh Healthcare System (VAPHS) and Sanford Federal to provide Medical Physicist and Dosimetrist services. The justification supports a sole source award under FAR 13.5 for simplified acquisition of commercial items above the SAT but below $7.5M.
The requirement is for 584 hours each of Radiologist Medical Physicist (1 FTE) and Dosimetrist (1 FTE) services for the period December 20, 2024 to March 31, 2024. Sanford Federal, an SDVOSB, is the incumbent contractor who has successfully provided these services for the past 2 years. The justification cites that any change in contractors would cause service disruptions and force the Radiation Therapy Department back into "stand-down" status, requiring patients to seek community care. This bridge contract will maintain services until the requirement can be competed under the VA's $23 billion Integrated Critical Staffing Program (ICSP) IDIQ contract. NCO4 has determined pricing to be fair and reasonable using existing ICSP pricing and the VA Medical Sharing Offices Inflation Estimation Tool.

The Service Disabled Veteran Owned Small Business vendor, Sanford Federal, has provided Medical Physicist and Dosimetrist coverage for the past 2 years. Prior to this vendor’s proposal and accepting the emergency contract, the Radiation Therapy Department was in a “Stand-Down” Status and all patient care was being sent to the Community. After the contract was put in the place, the contractors completed all the below items to have the department operational again and able to treat patients.
