About this file

This document is a Sole Source Justification under Simplified Acquisition Procedures for the Department of Veterans Affairs (VA), specifically for the Veterans Integrated Services Network 4 (VISN 4). The procurement is for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for BioPoint Patient ID Wristband Software License, maintenance, and support for VA Medical Centers. The requirement is a brand-name only procurement for BioPoint software, with Advarra as the original equipment manufacturer, and will be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

The solicitation focuses on a patient identification wristband system critical to patient care and safety, with features including printing medical wristbands, color photographs, barcodes, and integration with VA health information systems. Three potential SDVOSB vendors were identified: Four Points Technology LLC, Minburn Technology Group LLC, and Alvarez LLC. The current contract will consolidate individual medical center contracts and standardize the wristband system across VISN 4 locations, with an effective date of 11/15/24. The estimated contract value is redacted, and the procurement will be awarded on a firm fixed-price basis after the Contracting Officer determines pricing to be fair and reasonable.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items

Attachment 1: Request for Sole Source Justification Template >SAT-$7.5M under FAR13.5

8. Description of the Market Research Conducted and the Results. or a Statement of the Reasons

Market Research Was Not Conducted: Market research was limited to the brand name requirement of BioPoint Patient ID.

Used Veteran Small Business Certification (VetCert) database to identify certified capable SDVOSBs and VOSBs. Three (3) capable SDVOSBs were identified: Four Points Technology LLC, Minburn

Technology Group LLC, and Alvarez LLC.

Contacting knowledgeable individuals in Government and industry regarding market capabilities to meet requirements: from Advarra confirmed via email dated 02/07/2025 that they currently do not sell directly to the Government and Biopoint products and services are sold entirely via reseller.

Querying the Government-wide database of contracts and other procurement instruments intended for use by multiple agencies available at www.contractdirectory.gov and other Government and commercial databases that provide information relevant to agency acquisitions. 6 orders/calls in the search results for "Biopoint" ... all awarded to Four Points Technology under referenced IDV:

36C26321D0028.

FPDS was searched using keyword "Biopoint". 4 possible vendors were identified:

1. Bio-Optronics, a small business, using GSA schedule contract #GS35F378BA. It is noted that

Advarra is listed as a large business using NAICS 541519 in SAM.gov.

2. Four Points Technology LLC, an SDVOSB.

3. Minburn Technology Group LLC, an SDVOSB.

4. Alvarez LLC, an SDVOSB.

Reviewing the results of recent market research undertaken to meet similar or identical requirements. In the past, the Biopoint Patient ID wristbands have been procured by each VISN 4

Medical Center individually, many utilizing NASA SEWP contract number NNG15SD22B (denoted below by an asterisk before the contract number).

Current contracts are as follows:

36C24423P0311-Four Points Technology-Coatesville VAMC

*36C24422F0095 -Four Points Technology-Erie VAMC

*36C24424F0439-Four Points Technology-Wilmington VAMC

*36C24422F0559-Four Points Technology-Philadelphia VAMC

36C24423P0355 -Four Points Technology-Pittsburgh VAMC

36C24423P0555 -Four Points Technology-Lebanon VAMC

*36C24422F0264 -Four Points Technology-Butler VAMC

36C24420P0747-Four Points Technology-Wilkes-Barre VAMC

*36C24424F0268-Minburn Technology Group-Butler VAMC Infusion Clinic

(Altoona VAMC does not currently have any contract for wristbands but wants to be included in this consolidation).

It is recommended that this requirement be procured using an SDVOSB set-aside on a brand name basis. The Rule of Two has been met. The Government intends to award a firm-fixed price Indefinite

Delivery/Indefinite Quantity (IDIQ) contract for these services.
