About this file

This document is an Amendment (A0001) to a solicitation for replacing boiler safety valves at the Veterans Administration Medical Center in Erie, Pennsylvania. The amendment provides responses to Request for Information (RFI) questions, clarifying technical details about the project. Key details include the roof being a 60 mil Thermoplastic Polyolfefin (TPO) by Versico Roofing Systems, confirmation that bid and performance bonds are required, and specific technical specifications for boiler safety valves for three boilers. The safety valves for each boiler have different capacities: Boiler #1 ranges from 4,438 to 4,487 pounds/hour, Boiler #2 and #3 both range from 10,818 to 11,928 pounds/hour. The amendment also specifies technical requirements for flanges, bolts, and nuts, and indicates that any catwalk modifications must use matching grating with fixed joints. Proposals are due electronically on June 25th, 2025 at 11:00 AM EST, with submissions to be sent to Christopher.McDevitt@va.gov and Keneisha.Coleman@va.gov.

60 mil Thermoplastic Polyolfefin (TPO)

2
Who is the manufacturer?

Versico Roofing Systems

3
Is it still under warranty?

Yes

4
Box 12.a is selected as “NO”. Please confirm that bid, performance and payment bonds are required for this project.

The Contracting Officer has the ability to require Bonds below the statutory threshold established by the FAR, for this solicitation Bonds are required.

5
This project will require an R-Stamp certification IAW the National Board of Boiler and Pressure Vessel Inspectors (NBBI). To document these repairs, we will need the NBBI Manufacturer’s Data Reports for each boiler. Can you please provide the NBBI Manufacturer’s Data Reports for each boiler?
6
Please provide the required capacities for each of the new boiler safety valves.

0. Boiler #1

0. 1 ¼” Cast Steel Safety Valve set at 120 psi

0. Capacity = _______ pounds/hour

0. 1 ¼” Cast Steel Safety Valve set at 125 psi

1. Capacity = _______ pounds/hour

0. Boiler #2

1. 2” Cast Steel Safety Valve set at 120 psi

0. Capacity = _______ pounds/hour

1. 2” Cast Steel Safety Valve set at 125 psi

1. Capacity = _______ pounds/hour

0. Boiler #3

2. 2” Cast Steel Safety Valve set at 120 psi

0. Capacity = _______ pounds/hour

2. 2” Cast Steel Safety Valve set at 125 psi

1. Capacity = _______ pounds/hour

Boiler #3 i.11,500 pounds/hour ii.11,928 pounds/hour

Modifications to the existing catwalks may be required to achieve the required height of the new safety valves. If a section of the catwalk grating needs to be removed to accommodate this new height, would a sheet metal pan covering the opening be acceptable?

No, matching grating with fixed joints or fasteners must be used.

Please confirm the acceptable material composition of the new studs/nuts/bolts for the new flanged connections.

A. Flanges and Bolts: Forged steel weld neck, ASME B16.5, ASTM A105/A105M, 1034 kPa (150 psig) pressure class, except 2070 kPa (300 psig) class required adjacent to 1724 kPa (250 psig) and 2070 kPa (300 psig) class valves.
