Contractor Questions:
1. Sealed+Drawings+for+bid The Plans/Drawings provided are 8.5x11 in size.
The scale would be wrong blowing these up. The reproduction facilities can’t enlarge the documents because they are NOT TO SCALE. Do you have another file that is correct scale?
VA Response: See link below.
https://oculusinc.syncedtool.com/shares/file/rOyprNRhaCw/
2. Sealed+Drawings+for+bid O-TN100 The roads and driveways at Bldg 63 & 25 are in very poor shape and must be used to access bldg. 63 & 25 for project scope. The weight of the equipment and deliveries WILL cause damage to these roads. Please advise how to access the buildings with such poor roadways? There is a generic statement in the specs implying you have to repair any damaged roads and sidewalks. Does The DVA want to include asphalt replacement of the road loop at bldg. 63 & 25 in the proposal?
VA Response: Per the specifications, the Contractor is responsible for any damage caused by their construction activities
3. Spec 31 20 11, page 6, 3.1
During the site walk it was mentioned that they (Gov) were not aware of any trees that would have to be removed. The excavation for ductbank south of the Flagpole area has a small forest of trees, the exact count is unknown until a survey is done and a 15’ zone is cleared off the centerline. With out a pre-surveyed scaled drawing, can an allowance be placed for tree removal and the balance be addressed after dem
VA Response: Refer to note 5 Technology Outside Plant Notes. Drawing 0-TN000
4. Spec 31 20 11, pg12E.
During excavation for the ductbank, it highly likely that hard bedrock will be encountered, if this unknown conditioned is encountered, how should it be priced? Please confirm this will be a differing site condition based on yardage?
VA Response: Rock excavation will NOT be paid for under a unit cost basis. Any unforeseen site conditions to be brought to the attention of the COR. NO work outside the scope is to be performed unless authorized by the contracting officer. Only the Contracting Officer can modify the contract!
5. spec 25 03 93
The specs provided refer you to spec 25 03 93, requiring the GC to provide a written testing and commissioning plan, but there is no spec 25 03 93 provided. The previous response to this question was… TBD. Please clarify what is to be tested, third party requirements, should we include an allowance for this testing? Please list what is required for commissioning testing of Mech and Elect systems, provide a checklist.
VA Response: REVISE Spec 01 00 00 – 30, 1.19 TESTS, A. The contractor shall provide a written testing and commissioning plan complete with component level, equipment level, sub-level and system level breakdowns per commissioning specifications indicated: 23 08 00 (HVAC Systems), 26 08 00 (Electrical ATS switch), and 28 08 00 (Security Systems).
6. Spec 31 20 11, page 6, 3.1A.
Are there any time restrictions on when trees can be removed for excavation due to bats/birds/noise that limit removal to certain dates of the calendar year?
VA Response: Refer to note 5 Technology Outside Plant Notes. Drawing 0-TN000
7. Plans, CS-100, Camera note
Please confirm the quantity of new cameras to be installed for the project is two, one each on bldg. 63 & 25? What is meant by the note “cameras powered POE+Typical of five(5) cameras”?

VA Response: The road will be open to the construction site. There is to be no contractor parking on the road or any school property. All contractor parking must be on the site.
30. Due to the nature of the bid submission being hand or mail in, we kindly request an additional extension of at least another day to July 22nd to allow us to mail our bid out on the business day before it is due. With the bid being due on Monday, it presents additional challenges in sending our proposal on Friday July 18th like the possibility of last-minute pricing changes over the weekend.
VA Response: Refer to Amendment 0003 which indicates a change in bid submission.
31. Additionally, I just wanted to bring it to your attention that the posting on SAM.gov still reflects the due date of June 25, 2025.
VA Response: The date was corrected and should reflect the current submission date. Please also refer to the amendment for updated information.
32. On drawing CS101, which contractor (Civil, Electrical, or Telecom) is to remove the seven (7) #14 cables in the 1" Telemetry conduit?
VA Response: Prime contractor is responsible to disseminate to all trades any and all work for that particular trade regardless of where the work is described in the package.
33. On drawing CS101, are the seven (7) #14 cables in the 1" Telemetry conduit currently in use? Will an outage need to be scheduled?
VA Response: Contractor to assume the cables are in use. Contractor to coordinate shutdown with COR
34. Drawing E-101, details 3 and 6, each depict a 4-post Telecom Cabinet. Please provide a preferred part number. Are these to be wall mount cabinets or floor mount cabinets? What is the minimum number of rack units required? What is the minimum depth required?
VA Response: Refer to the drawings and specifications for details. Contractor to provide submittals for review before the ordering of materials.
35. Drawing CS100 refers to the existing conduit that connects Building 25 and 63 as a 2" conduit which will carry two (2) fiber optic cables. However, drawing 0-TN100, key note #2 refers to this as 1" conduit. Which is the correct size?
VA Response: 2” is the correct size.
36. Drawing CJ103 refers to the fiber breakout boxes needed in Buildings 14, 25 and 63. Since the brand is never identified, may we provide either a Corning SPH-01P or Corning SCH-01C at these building?
VA Response: Breakout boxes need to meet the requirements listed in the specifications and drawings.
37. On drawing 0-TN100, may the three (3) 6-strand OS2 fiber optic cables leaving Building 14, which head to the new manhole, be pulled together through a single 2" conduit in the 2 x 2 duct bank?
VA Response: Yes
38. On drawing 15-TN100, may the 1.5" conduit (see Keynote #5) be run on the exterior of the building and then enter the building at column line 12? This would be more straightforward as Building 15 is rather congested.
VA Response: The government would have to approve this for aesthetic reasons, IMEG takes no exception to routing conduit on exterior of building.
39. Drawing TN400, detail 2, depicts the video surveillance riser diagram consisting of two (2) 6-strand OS2 fiber optic cables. In lieu of these, may we provide one (1) 12-strand OS2 fiber optic cable from Building 15 to Building 25, and then one (1) 6-strand OS2 fiber optic cable from Building 25 to Building 63 (in addition to the 6-strand for the Utility Monitoring)? At Building 25 we would terminate strands 1-6 of the 12-strand cable, and fusion splice strands 7-12 of the 12-strand cable to the 6-strand cable. It is simpler and less costly to pull one (1) 12-strand cable through the long run from Building 15 to Building 25, rather than two (2) 6-strands cables for video surveillance.
VA Response: Yes, the proposed solution is acceptable, however, provide minimum 15’ coiled fiber cable maintenance loops for each cable entering building 25.
40. Drawing TN400, detail 2, depicts the existing surveillance fiber patch panel. From the pre-bid walk-through we observed that this is a Corning WCH-02P wall mount fiber optic patch panel. It has two coupling panel postions, one of which is already occupied. May we install a 12-strand LC SM coupling panel in the other position upon which to terminate the video surveillance fiber? This is another reason why we would prefer to install a 12-strand cable rather than two (2) 6-strand cables.
VA Response: Yes
41. Drawing TN400, detail 3 (Telecom Enclosure Elevation), depicts the SC-PDU-1 twice. Should one of these be SC-UPS-1?
42. Drawing TN600 (Technology Equipment Schedule) lists SC-FDC-1 as a Leviton fiber optic patch panel. May we provide a Corning CCH-01U rack mount fiber optic patch panel instead? This would keep both ends as Corning enclosures.
43. Sheet A101 detail G5 calls for precast concrete sidewalk and steps. The industry standard is cast-in-place (CIP) concrete. Is CIP sidewalks and step acceptable to the VA?
44. Spec 01 00 00-30: Commissioning: Please list what is required for commissioning testing of installed systems? The specs provided refer you to spec 25 03 93, requiring the GC to provide a written testing and commissioning plan, but there is no spec 25 03 93 provided. ) Note 23 05 93 is the spec referenced!
VA Response: REVISE Spec 01 00 00 – 30, 1.19 TESTS, A. The contractor shall provide a written testing and commissioning plan complete with component level, equipment level, sub-level and system level breakdowns per commissioning specifications indicated: 23 08 00 (HVAC Systems), 26 08 00 (Electrical ATS switch), and 28 08 00 (Security Systems).
45. Please provide manufacturer or FRP door with flood panel or describe what is required in the flood panel.
VA Response: See Specification 08 16 13
46. Please provide a specification for the FRP door with flood panel.
VA Response: See Specification 081613 – FRP Doors for the door specifications. Revise Sheet A300, Detail C4, note to indicate “16” X 8” stainless steel flood vent specifically designed for entry doors that open and close on a daily basis with a built-in CAM system to keep the flood vent door locked in place and with a back plate through bolt installation system. Provide weather resistant installation and hardware and a 15-year warranty. Basis of Design – Smart Vent Model # 1540-525.”
47. Please confirm where the new raceways are being installed with new fiber optic cabling. Are the race ways from building 25 to building 63 as shown on CS100 existing raceways with new Fiber?
VA Response: Correct
48. Drawing CS101 also shows us reusing existing raceway conduits and pulling new fiber optic cabling. Drawing CS102 also shows us reusing existing raceway conduits and pulling new fiber optic cabling. Drawing CS103 adjacent to the match line it says to replace conduit manhole. It appears from that point we are installing new 2x2 duct bank as shown on E501 detail 7 for new fiber optic cabling. This would be the same as shown on CS104 to building 14. Please confirm.
VA Response: Correct
49. Specifications Section 31 20 11 Paragraph 1.6 measurement and payment of rock excavation reads as we will be paid for rock excavation under a unit cost basis. Please confirm that rock excavation will be paid for under a unit cost, if encountered.
VA Response: Rock excavation will NOT be paid for under a unit cost basis. Any unforeseen site conditions must be brought to the attention of the COR. NO work outside the scope is to be performed unless authorized by the contracting officer. Only the Contracting Officer can modify the contract.
