About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Department of Veterans Affairs, Network Contracting Office 4. The acquisition is a noncompetitive (sole source) Blanket Purchase Agreement with a total estimated value of $5,000,000, covering a performance period from 09/30/2025 to 09/29/2026. The contract will provide professional acquisition and contract support services, including market research, acquisition strategy support, solicitation development, proposal evaluations, and contract administration support for various procurement actions.
The contract will be awarded to a service-disabled veteran-owned small business (SDVOSB) under the authority of 38 U.S.C. 8127(c) and VAAR 819.7008. The contracting officer determined the anticipated cost to be fair and reasonable based on competitive quotations, with new prices within 10% of equivalent market rates. Limited market research was conducted, as the contracting officer was already aware of responsive and responsible SDVOSB firms. If the government requirement persists through FY26, the agency plans to facilitate an open competition to replace this contract.
