About this file

This document is a Single Source Justification for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs, VISN 4, Wilkes-Barre VA Medical Center.

The justification is for a firm fixed-price contract to acquire two (2) Edwards LifeScience HemoSphere Advanced Monitoring Systems, with a total estimated cost of $42,000. The Edwards HemoSphere is the only monitor that offers predictive monitoring capabilities, which is critical for treating high-risk patients at the Philadelphia VAMC, one of two facilities in VISN 4 capable of performing inpatient complex procedures. Market research found no other comparable products, and Edwards has only one authorized reseller, limiting competition. The Contracting Officer has approved the single source justification in accordance with FAR 13.106-1(b).

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 1

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C244-24-AP-1284

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilkes-Barre VA Medical Center, 1111 East End Blvd, Wilkes-Barre, PA 18711. 2237# 642-24-1-315-0022.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The anesthesiology department of the Philadelphia VAMC has a brand name requirement for two (2) Edwards LifeScience HemoSphere Advanced Monitoring Systems. This is a new requirement that will be met with a firm fixed-price contract.

The total estimated cost of this acquisition is $

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Edwards HemoSphere is an all-in-one, advanced patient monitoring platform that provides predictive insights into pressure, flow, and tissue oximetry. The predictive nature of the platform significantly reduces the incidences and longevity of intraoperative hypotension (low blood pressure during surgery) which is particularly important while treating high-risk patients.

The Edwards HemoSphere is the only monitor offering predictive monitoring which enables proactive patient management. Due to being one of two facilities in the VISN 4 network capable of perfoming Inpatient Complex procedures, many high-risk Veteran Patients will be referred to the Philadelphia VAMC. The complexity of the procedures justifies advanced technology equipment to decrease recovery times and increase patient safety.

4. Description of market research conducted and results or statement why it was not conducted:

The contract specialist posted an RFI to SAM with no response and followed up with a search in GSA which yielded no results. The CS then looked online to determine there are no other patient monitors with the Edwards HemoSphere’s capabilities. Edwards has one authorized reseller which limits the competition between two sources.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
