Contractor Questions and Answers Solicitation Announcement: Constant Water Monitoring 36C24424Q0654

Question: Statement of work paragraph 3.6 states “Vendor shall replace any M-Nodes that fail or when unable to calibrate”. There is no method to pre-determine when a sensor will fail and require replacement. Because there is no way to pre-determines when a sensor will require replacement, no bidder is able to properly determine how many sensors will require replacement. In order to provide a fair an competitive bid, please provide a number of M-Node Smart Sensors that will be required to be replaced annually. Alternately, a bid price can be provided for the cost to replace individual M-Node Smart Sensors as they fail or are unable to be calibrated.

Answer: The current system is 5 years old and we never had to replace an M Node, which is why we are asking for them to be replaced on the first visit of the first year of the new contract. All the M Nodes are coming to the end of their recommended life span. We need to ensure that the system is always up and running and wanted to be clear that the vendor should be ready to repair / replace the M Nodes if for any reason something should fail.
