About this file
This document is a Single Source Justification (SSJ) for Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the acquisition of UV Angel Clean Air units at the Lebanon VA Medical Center.
The SSJ states that the requirement is for new, brand-name only UV Angel Clean Air units, as the medical center currently utilizes these units and a substantial duplication of cost would be incurred if different equipment were procured. The units are needed to improve air quality and ensure continued medical care without disrupting workflow. Market research found no other sources than the sole authorized reseller, Thundercat Technology. The Contracting Officer has certified the justification in accordance with FAR 13.106-1(b).
The related federal contract opportunity is a pre-solicitation for 4460--UV Angel Clean Air Units, to be issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4.

Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-24-AP-1440
1. Contracting Activity: Department of Veterans Affairs, VISN 4, station 595 Lebanon VA Medical
Center, 1700 S. Lincoln Ave., Lebanon, PA, 17042. 2237#: 595-24-2-5477-0128
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
This is a new brand name only requirement for the acquisition of UV Angel Clean Air Units in patient care areas of the medical facility. The new units are required to improve the air quality making the environment safer and healthier and will ensure continued medical care without interfering with current workflow in medical care areas. Vendor shall provide new, brand-name only UV Angel Clean Air units.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The requirement is for new, brand name only, UV Angel Clean Air units. The Lebanon VA Medical Center currently utilizes UV Angel Clean Air units. A substantial duplication of cost would be incurred if different equipment were to be procured. The need to ensure that the Medical Center has the cleanest air it can provide is why UV Angel units are being utilized. The medical center has used other brands previously which did not perform as well and were not as reliable as the UV Angel units. This is critical to patient care and safety.
4. Description of market research conducted and results or statement why it was not conducted:
Given that this is a brand name only requirement, limited market research was conducted. A search of VIP, GSA Advantage, Ability One and the SCMS resulted in no sources being found. Contacted the manufacturer, UV Partners Inc., Thundercat Technology is the sole authorized reseller of the UV Angel units.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
