Statement of Need for: The purchase of three (3) SKYDIO X2E Starter Kits, 5GHZ EO/IR, one (1) SKYDIO Autonomy Enterprise for X2E (3-year term), one (1) SKYDIO 3D Scan for X2E (3-year term) and three (3) SKYDIO X2 Spare Propeller Blade Sets Introduction The Department of Veteran Affairs Medical Center, Wilkes-Barre, Emergency Management (Office of Associate Director) has determined a Brand Name of three (3) SKYDIO X3E Starter Kits, 5GHZ EO/IR, one (1) SKYDIO Autonomy Enterprise for X2E (3-year term), one (1) SKYDIO 3D Scan for X2E (3-year term) and three (3) SKYDIO X2 Spare Propeller Blade Sets). PR: 693-23-4-579-0205.

History/Background/Purpose

The Wilkes-Barre VAMC requires one sUAS and two sUAS Skydio drones For Emergency Operations/ Physical Security /Contingency Operations and EM to conduct Command and Control operations during emergencies, disasters, evacuations of the facilities; additionally, response and recovery operations to access damage and damage control. The need is in response to Engineering Structural Analysis/ Projects Construction Site Survey/ Building Information System (BIM)/ Emergency Operations/ Physical Security/ Contingency Operations and Incident Command Staff (Emergency Management) to conduct operations during disasters/ evacuations of the facilities for response and recovery operations. The Facility Management/Maintenance perspective the planned use of the Emergency management drone is to preform roof inspections on out-buildings, façade inspections of inaccessible areas, site surveys for exterior construction projects, manual update of Computer Aided Drafting files (CAD), roadway and drainage inspections. One use of the drone includes sensors to LIDAR (Light Detection and Ranging) allowing for accurate measurements of assets or integration into building information system. The second use would be a thermal camera allowing for energy audits to look for heat loss through the building envelop or water infiltration in flat roofing before a leak has developed into the occupied space. The third use would be for Safety and risk mitigation. The passage of HR 5315 shows that drones are being used for construction and facility management inspections and have the potential to reduce inspection time and cost while minimizing accident risk and the likelihood of human error safety events. A major advantage of the drone is its ability to fly in inclement weather on an established route and provide a new vantage point allowing for a better evaluation of the issue with limited risk to staff.

Justification: The intended purpose of the SKYDIO X2E is to advance our capabilities and provide real-time unfiltered visual observation. This type of observation can be transmitted to either Engineers, , Commanding Officers in the field or stakeholders, such as Facility ELT, PIOs, Police Officers, etc., at an activated Emergency Operation Center, the thermal imaging cameras on drones deployed are able to take the temperature readings of a structural incidents allowing for energy audits to look for heat loss or water infiltration in flat roofing before a leak has developed into the occupied space. The ability to record incidents of post-event investigators, after action reviews, best practices, refinement of continuity plans during drills and training officers on review of incident response history is an invaluable tool and very much applicable.

This acquisition is in support of the VA’s mission to care for potential Veteran patients impacted by other forthcoming emergencies and disasters as well as mitigation operations to limit the burden of recovery after large scale events by having enhanced planning and refinement capabilities. The intended purpose of the sUAS Drone, sUAS drones are to advance our capabilities in many aspects and provide real-time unfiltered visual observation. This type of observation can be close circuit transmitted to either Police Officers at the incident; stakeholders such as Command Officers, PIOs, ISSOs, Engineers, Electricians, etc. At an activated Emergency Operation Center, the drones deployed over situations for example, the live feed and the use of the aircrafts PA system allows for Emergency Responders to give commands to evacuating personnel, Engineers, and Safety Officials real time decision capabilities and the ability to advise responding community partners cleared areas for approach or rescue operations and potential structural hazards.

Recordings of responses in hot zones or any incident can be used to evaluate and teach best practices in a way that has not been available before. The recordings can also be used by emergency planners, VHA leadership, OEM training section, the imagery can be used to observe the behaviors of people during emergencies and establish detailed after-action reports. sUAS can capture intelligence, distribute messages in real time events, and enhances the facilities safety posture for both the Veteran and Staff.

Requirements:

· The Wilkes-Barre VAMC requires the purchase of Brand Name of the purchase of three (3) SKYDIO X2E Starter Kits, 5GHZ EO/IR, one (1) SKYDIO Autonomy Enterprise for X2E (3-year term), one (1) SKYDIO 3D Scan for X2E (3-year term) and three (3) SKYDIO X2 Spare Propeller Blade Sets. Contingency Operations, VA Police Law Enforcement situations such as active threat, and Emergency Management to conduct Command and Control operations during disasters/ evacuations of the facilities for response and recovery operations as well as Facility Management Service Engineering department operations.

· The Wilkes-Barre VAMC requires the purchase of Brand Name of 3 SKYDIO X2E that is IP rated between IP55 to IP59 which allows the aircraft to fly in any kind of weather that is expected in Wilkes-Barres’ geographic location, i.e., snow, sleet, rain, winds greater then 55mph.

· The Wilkes-Barre VAMC requires the purchase of Brand Name or Equal to sUAS Remote Controller that is IP rated between IP55 and IP59 which allows for the controller to be exposed to all types of weather that is to be expected within the Wilkes-Barre VAMCs geographical footprint. This rating allows for Safe operation of the electrical and radio signal system in all environments including temperature.

· The Wilkes-Barre VAMC requires Brand Name SKYDIO X2E safety radar system that covers above, below, left side, right side of the aircraft for collision detection and obstacle detection to mitigate any unsafe acts around the aircraft during flight operations. This technology increases safety and eliminates the probability of incidents or accidents to public, infostructure, and liability concerns.

· The Wilkes-Barre VAMC requires Brand Name SKYDIO X2E that can sense with a form of radar aircraft that is manned or unmanned with alerting to the RC Pilot.

· The Wilkes-Barre VAMC requires Brand Name SKYDIO X2E capable of flight times between 35-50 minutes without battery swap.

· The Wilkes-Barre VAMC requires Brand Name SKYDIO X2E capable of first-person view (FPV) for RC Pilot and second RC Pilot linked to aircraft to run the gimbal systems. This allows for safer flight operations allowing for the Pilot to focus on flight and the A-Pilot to focus on the imagery collection. It lowers the percentage probability of a distracted pilot during urgent and emergent flight operations.

· The Wilkes-Barre VAMC requires Brand Name or Equal to sUAS with Auto-track features with laser range finding to targets as well as the ability to use range finding with thermal camera.

· The Wilkes-Barre VAMC requires Brand Name on site for 3-5 days in person training for the SKYDIO X2E systems. This training is necessary for end users flight operations, maintenance of the aircraft, troubleshooting, and use of specialized gimbal systems. The training must be 3-5 days to account for VAPD officers who work 24/7 operations, allowing odd tours to receive in person training as well as controlled environment flight practice with certified part 107 FAA pilot license holders. The number of days allows for manageable groups for instruction, and gives the ability for ELT, Incident Command Staff stakeholders, Engineers, Electricians, and Emergency Management to receive all training on site and eliminates future training needs as the Emergency Management staff will be given train the trainer instructions on aircraft operations.

This includes all necessary hardware to install and use the equipment as noted below
