NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs (VA) Regional Procurement Office East (RPOE), Network Contracting Office 4 (NCO 4) intends to award a sole source contract pursuant to FAR 13.106-1(b) with Abbott Rapid Diagnostics Informatics Inc located at 2000 Holiday Drive Ste 500, Charlottesville VA 22901.

The VA Coatesville Healthcare System requires Alere RALS data management system that works with the Point of Care glucose meters- Accuchek Inform II. Fed Submit Live Scan Pack Software annual maintenance. The period of performance will commence July 01, 2023, through June 30, 2024, with four one-year option periods.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can meet the requirements may give written notification and capability statements prior to the response due date and time. Vendors shall indicate if they are the direct supplier of the items. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements and must include relevant corporate experience along with the applicable contract number, total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address.

Responses must include following information:

4. Point of Contact information (title, phone number and email address)

5. Business size.

Response received will be evaluated; however, a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information provided will not be returned.

Responses are due by Tuesday, June 27, 2023, at 12:00 Noon (EST). No submissions will be accepted after this date and time. Responses shall be submitted via email to jacquelyn.mazurek@va.gov with the heading starting with “36C24423Q0965”.

Statement of Work (SOW)

Contract Title:

FY23 ALERE RALS System

Background:

Currently the Coatesville VAMC uses the Alere RALS data management system that works with our Point of Care glucose meters- Accuchek Inform II. In Addition to our Main Facility, we wish to have a RALS base at our West Norriton Community Based Outpatient Clinic, 2495 General Armistead Ave Norristown, PA 19403. We also wish to have a RALS base at our Delaware County CBOC 4883 West Chester Pike Newtown Square PA 19073.

Scope:

This contract is to provide a system capable of supporting point of care glucose testing performed at the main facility and our two community-based outpatient clinics.

Specific Tasks:

This service agreement is for full support of the data management system utilized to support point of care testing performed at the main facility and the community-based outpatient clinics. Contract period will go through 07/01/2023 to 6/30/2024 with additional 4 option years.

The data management system must work with the current POC instruments and be able to support any future POC needs. This system must be compatible with Lab Information Package and Vista. The system proposed must be current as of the time of this offer. All software upgrades will be included with contract pricing. Contractors will provide training for the Laboratory Ancillary Testing coordinator.

Vendor will support the Data Management system with limited down time to consist of less than 24 hours per year. Vendor will assist with resolution of error codes as needed within 24 hours. Laboratory will be given advance notice of upgrades and patches.

Performance Monitoring:

The contractor shall keep the COR informed of work completed. The COR shall randomly inspect the work in progress.

Security Requirements:

All contractor representatives who perform work at the Coatesville VA Medical Center shall acquire the appropriate VAHCS identification badges. No other special security requirements are anticipated. Biomedical Engineering staff must be present for any work performed within Information Technology Communication closets.

Contract shall be maintaining a data management system that may contain protected health information with potential for incidental exposure to patient information. Contractor shall not disclose any patient information.

Risk Control:

The contractor shall provide all applicable training and protective equipment to protect the contractor’s employees from any hazards, including blood borne pathogens, which may be encountered in the performance of this contract.

Place of Performance:

All work shall be performed at the Coatesville VA Medical Center, 1400 Blackhorse Hill Road, Coatesville, PA 19320.

Period of Performance:

The period of performance is the duration of the service agreement.
