NOTICE OF INTENT TO SOLE SOURCE:
IAW FAR 5.101 this notice is to advise the public that The Department of Veterans Affairs Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Contract Abbott Rapid Diagnostics Information, Inc . Per FAR 8.405-6(a)(1)(B)y. VA requires a software system maintenance and technical support of their RALS POC devices:

Requirement is for the Lebanon VA Medical Center (LVAMC) 17007 South Lincoln Avenue, Lebanon, PA 17042.
All work shall be accordance with the statement of work.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.
Responsible sources may identify their interest by submitting capability information that clearly demonstrates the capability to perform the required work and have licenses for all software associated with this procurement. Capability information is required by 2:00 PM EST, June 1, 2023, to establish the ability to meet this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs associated with the preparation of responses to this notification. All inquiries and submittals must be sent via email to Jacquelyn Mazurek, Contract Specialist, Jacquelyn.Mazurek@va.gov . Telephone inquiries will not be accepted.
Service/Maintenance Agreement
Equipment: RALS POC Device Subscription
STATEMENT OF WORK
1. Background: The Lebanon VA Medical Center (LVAMC) has a requirement for a software system maintenance and technical support of their RALS POC devices, as listed in Schedule A – Equipment List.
1. Requirements: In accordance with the following specifications:
1. Software Maintenance and Support
1.1 Vendor shall provide maintenance and support of RALS licensed software. Including providing all necessary updates to ensure the system stays up to date and secure.
1.2 Software updates shall be in accordance with the devices as specified in Schedule A - Equipment list.
1.3 Vendor shall provide all personnel, tools, service manuals, computer software and schematics necessary to complete on-site, scheduled software update services on all of the identified equipment during normal business hours, 8:00 AM – 4:30 PM, Monday through Friday, or at the convenience of the equipment operators. Software updates shall not be conducted on a federal holiday.
1.4 The vendor shall contact LVAMC Biomedical Engineering to coordinate and schedule the dates and times for any necessary software updates.
1.5 A copy of the update changes shall be made to LVAMC Biomedical Engineering upon request.
2. Qualifications:
2.1 All work shall be completed by fully qualified, field service representatives and technicians. Fully qualified is based upon training and experience and is defined as follows:
Training - Field service representatives and technicians shall have completed a formalized training program within the last two (2) years and be authorized by the Original Equipment Manufacturer (OEM) to perform repair services on equipment covered under this agreement. Field service representatives and technicians shall complete refresher training on an annual basis.
Experience - Field service representatives and technicians shall have a minimum of two (2) years of experience providing preventive maintenance, remedial repairs, and emergency repairs on the equipment covered in this agreement.
2.2 Factory certified training certificates and competencies for all field service representatives and technicians assigned to complete service and repairs of the specified equipment shall be provided in accordance with Joint Commission Standards. Certificates and competencies shall be submitted to Biomedical Engineering within 30 days from date of contract award. Failure to provide required documentation will result in non-payment of invoices for service.
2.3 Subcontractors shall not be used in the performance of this service, unless authorized and approved in advance by the COR.
1. Performance Period: Base- June 1, 2023 to May 31, 2024 Option 1-June 1, 2024 to May 31,2025 Option 2- June 1, 2025 to May 31, 2026 Option 3- June 1, 2026 to May 31, 2027 Option 4- June 1, 2027 to May 31, 2028
