B.4 STATEMENT OF NEED

Outdoor Freezer Altoona VA Medical Center

1. Purpose of project: The approved vendor shall provide all parts, labor, and delivery for an Outdoor Stand-Alone Walk-In Freezer Unit as specified below.

2. Background: The Altoona VA Medical Center has need for an Outdoor Stand-Alone Walk-In Freezer Unit that will be used as a back-up unit in the event the facility’s freezer failure in Dietetics and for overflow of current product. It would allow for the quick transfer of items which would prevent a loss of product in the event of a power failure. In the past, we would need to call in a refrigerated truck/trailer which could take time and possible loss of the product. The cost of rental for a refrigerated truck/trailer and the loss of product makes this a more affordable option. This unit will also be utilized in a pandemic situation if needed. The size of the unit is needed to meet the growing needs of the facility.

3. Tasks and deliverables: The vendor will deliver the Outdoor Stand-Alone Walk-In Freezer Unit as specified below to the Altoona VA Medical Center. Salient characteristics that must be satisfied, at a minimum, are:

Outdoor Stand-Alone Walk-In Freezer: 1 each

· Designed specifically for outdoor stand-alone use

· Size requirements: minimum 12’ x 16’, maximum 14’ x 18’

· Walk-in design with heavy duty/reinforced floors

· Non-slip 4 ft removable ramp to enter and exit the unit with a cart

· Interior movable shelving systems for maximum storage

· Non-skid floor

· Must be compatible with US standard electrical systems

· 208-230/1/60 Refrigeration System

· Freezer 0 to -10°F

· Condensate Line

· Defrost Timer

· Door Closer/Door Sweep Seal

· Exterior Hasp Lock

· Heated Door Jamb

· Heated Relief Port on Freezer

· Heated Door on -10° Freezer

· Lockable Door Latch with deadbolt, key/padlock feature and inside safety release

· Low Ambient Pressure Controls

· Magnetic Gasket/Heated Door Jamb

· Pre-charged Refrigerant

· Rain Cap Above Exterior Door

· Single Point Electrical Connection

· Unit must arrive pre-wired, fully constructed, factory tested and ready to operate

· Standard factory warranty on parts and service

· Waterproof materials used for outdoor finishes. For example, 26 gauge stucco embossed acrylume or fiberglass

· Overall height of the unit between 7’ and 8’

· Door size: minimum of 36 inches located on the long side of the unit

· Refrigeration engine is preassembled/prewires, 2 fan amps with fixed speed EC motor

4. Delivery:

All items must be delivered to the following location:

Altoona VA Medical Center (morgue entrance) Attn: (VA Purchase Order #) 2907 Pleasant Valley Blvd.

Altoona, PA 16602

Monday – Friday from 7:00am – 3:00pm (excluding federal holidays)

5. Installation: Coordination of delivery and installation shall be done via email to the following: Kenneth.Colpetzer@va.gov (Jake), Gricelda.Cespedes@va.gov, Amanda.Hite@va.gov, and Suzanne.Yonts@va.gov . Vendor will need a crane to off-load the unit from the delivery vehicle to the final delivery site which is next to the morgue entrance (as indicated on picture). The Altoona VAMC will be responsible for completing the electrical wiring work to connect the unit to the power source.

6. Training Requirements: (If required) All Contractors must receive Privacy training annually using one of the following methods:
