6. Industrial Hygiene Qualitative and Quantitative Exposure Assessments
6.1 Providing VHA employees a safe work environment for its patients and employees is paramount. To that end, VHA requires a comprehensive library of workplace industrial hygiene exposure assessments to aid VA Medical Centers in efficiently managing industrial hygiene programs and effectively control occupational exposure risks. A thorough understanding of VA Medical Center workplace exposures allows Industrial Hygienists to prioritize to protect and manage exposure related risks. Qualitative and Quantitative exposure assessments must be conducted in all workplaces so that job/process exposure profiles can be developed, and similar exposure groups can be identified. This effort will increase the speed and efficiency with which field based Industrial Hygienists can accurately identify and protect employees from potential workplace occupational chemical, physical and biological exposures.
6.2 The Contractor will conduct Qualitative and Quantitative Exposure Assessments for CMCVAMC. The assessments will be managed by a Certified Industrial Hygienist (CIH) and may be conducted by Industrial Hygiene (IH) technicians. The exposure assessment will identify, collect and organize the chemical, physical, and biological exposures at the facility and will be documented as a complete basic characterization of all workplace tasks involving occupational hazards.
6.3 Once the basic characterization is complete, the CIH will make professional judgements on if the exposures are acceptable, not acceptable, or uncertain.
6.4 Unacceptable and uncertain exposures will be accompanied by a recommendation for exposure controls, interim controls, and/or further information gathering or quantitative exposure assessments. The contractor will develop technical guides that summarize the quantitative EA sampling strategies used to collect the meaningful exposure data. The contractor will supply their own IH equipment and will utilize an accredited laboratory to perform analysis of air or environmental samples. The IH team will utilize VHA forms which will be included with all awarded task orders unless otherwise approved by the COR in writing who will review all proposed templates from the vendor.
6.5 Additional qualitative and quantitative exposure assessments may be requested as needed to meet the needs of the facility. This may include additional work beyond the base assessment and additional analytical services throughout the duration of the contract to assess both environmental and industrial hygiene hazards.
6.6 Contractor Staff Qualifications for qualitative and quantitative exposure assessments :
