Page 1 of Statement of Need for Leica Bond slide Stainer at Lebanon VAMC (595) 1700 S Lincoln Ave Lebanon, PA 17042-7529

1. Background:

1.1. The Lebanon VAMC Laboratory Department is in need to replace and upgrade an existing slide stainer used in early detection of cancer at the cellular level. The existing Leica BOND III stainer needs lifecycle replacement. Lebanon VA laboratory wishes to upgrade to the new Leica BOND-PRIME IHC & ISH staining system.

1.2. The Leica BOND-PRIME stainer helps deliver the entire case in the shortest amount of time while maintaining excellent standards in quality. The Leica BOND-PRIME staining system featuring Universal Access, delivers high productivity and can seamlessly adapt to incoming workflow demands effortlessly – whether it be batch, continuous, single slide/STAT cases, or a combination of all the above. Coupled with the ability to produce high quality, crisp, clear staining with an average IHC TAT of 90 minutes, the Leica BONDPRIME staining platform transcends expectations for quality, timeliness, and diagnostic productivity. Active Reagent Control (ARC) Modules ensure consistent, reproducible, high-quality staining. Universal Access facilitates a fully adaptable workflow unleashing full diagnostic productivity. Advanced robotics drastically shorten the time from request to the completed case.

2. Scope of Work:

2.1. The vendor shall provide all resources necessary to accomplish the deliverables described in this statement of need (SON), except as may otherwise be specified. The contractor shall provide one (1) Leica BOND-PRIME IHC & ISH staining system module and accessories as outlined. This is a new Brand Name Only requirement.

3. General Requirement:

3.1. Salient Characteristics for Brand Name Leica Biosystems

3.1.1. Fully Automated and Adaptable, High-Speed IHC, and ISH Staining Platform

3.1.2. Load Any Slide – Independent Active Reagent Control (ARC) Modules are precisely engineered, individual staining chambers that enable you to run any combination of staining protocols, pretreatments, chromogens, and technologies.

3.1.3. In Any Combination – The BOND-PRIME stainer continually adapts to incoming work so you can load single slides, complete cases, full batches, or any workflow to keep your slides processing.

3.1.4. With Any Reagent – Featuring 70 open-access reagent positions, ample reagent space means no delays to add antibodies and/or detection. Fill and empty bulk containers less often with 245-slide bulk reagent capacity.

3.1.5. At Any Time – Process up to 72 slides seamlessly. Load slides in the Preload Drawer even when at staining capacity and unload slides when you are ready since finished slides don’t prevent the staining of new slides.

3.1.6. Active Reagent Control (ARC) technology – Consistent and reproducible staining with highly controlled dispense, reagent flow, and precise incubation to each and every slide.

3.1.7. Premium staining reagents – Distinctive Novocastra advanced staining reagents and detection chemistry featuring Covertile technology achieve next-level staining.

3.1.8. ARC Covertile – Semi-permanent, self-cleaning ARC Covertile provides a sealed staining environment that protects tissue morphology, uses minimal reagents, and provides total tissue care.

3.1.9. Speed – With an average IHC TAT of 90 minutes and late afternoon cases and single/STAT IHC TAT as fast as one hour, cases can be completed the same day leaving less cases pending overnight.

3.1.10. Quality – The BOND-PRIME staining platform delivers vibrant, crisp, clean stains to provide diagnostic clarity. Excellent staining quality helps you use your time and expertise effectively for a confident and timely diagnosis.

3.1.11. Universal Access – Universal Access enables a fully adaptable workflow, decreasing the time to load and stain slides which equates to less time waiting for completed cases.

EVALUATION CRITERIA

Award for this requirement will be made to the vendor who proposes the Lowest Price Technically Acceptable quote to the Government. To be Technically Acceptable, the vendor must be an authorized reseller of the required items as demonstrated by their Authorized Distributor Letter and quote the required items listed in the Pricing Schedule. A review of all submitted documents will be conducted for verification. The Department of Veteran’s Affairs (DVA) will award to the vendor that submits the Lowest Price Technically Acceptable quote to the Government.

The evaluation matrix is as follows:

1. Authorized Distributor Letter.

2. A completed Pricing Schedule.

3. CLIN Data Value Spreadsheet included.

The DVA will evaluate quotes for award purposes by adding the total price of all CLINs.

At the time of evaluation, all quotes will be evaluated to determine the Lowest Priced Quote. At that time, only the Lowest Priced Quote will be forwarded on for Technical Evaluation. If the lowest price quote is found to NOT be technically acceptable, the next lowest priced quote will be forwarded on for technical acceptability. This process will continue until the lowest priced, technically acceptable quote is identified.

The DVA may reject a quote as non-responsive if it is materially unbalanced.
