DESCRIPTION

This announcement is for the selection of an Engineering Services (ES) Firm for Electrical Upgrades Phase I Design for the Department of Veterans Affairs, Lebanon VA Medical Center located in Lebanon, PA. The Government intends to award a single Firm Fixed Price Contract. All potential offerors must provide a SF 330 containing all required information listed below. The form format must be the General Services Administration SF 330 found on the website http://www.gsa.gov/portal/forms/download/116486 Forms Library.

CONTRACT INFORMATION: The project consists of construction of electrical distribution improvements for the south and west areas of the campus. The contract award will incorporate the attached Statement of Work. Expected design services may require any combination of the following: Title I – Site Investigation Services, Title I - Design Services, and Title II – Construction Period Services.

This contract is being procured in accordance with the Brooks Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6, Veterans Administration Acquisition Regulation (VAAR) 836.6 and the Veterans Administration Acquisition Manual (VAAM) Part M836 . The firm will be selected for presentations based on demonstrated competence and qualifications for required work. This contract is set-aside 100% for Service Disabled Veteran Owned Small Business’s (SDVOSB) capable of completing work under the North American Industrial Classification System (NAICS) code 541330. The small business standard is $22.5 million dollars.

SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit an electronic copies of Standard Form 330 (SF 330). Standard Forms 330’s must be received no later than 1:00 PM on September 23rd, 2022. The submittal packages are to be sent to the following:

Special Note: An Engineering Services Firm failing to provide any of the documentation detailed in the Pre-Solicitation Notice may be determined as Non-Responsive and may not be considered.

Please note this is not a request for proposal. Eligible responses received will be evaluated and the most highly qualified will be compiled on a shortlist of candidates who will be contacted for an interview. For the evaluation, Professional Qualifications to Perform the Services Required, Specialized Experience and Technical Competence, Past Performance, and Experience in Construction Period Services are more important than the other three (3) factors and are of equal weight. The remaining three (3) factors are of equal weight among themselves. The following evaluation criteria shall be used to evaluate firms and determine the most highly qualified firm for possible contract award.

A. Professional Qualifications to Perform the Services Required:

This is intended to evaluate the personnel and their related qualifications. The key positions, at a minimum, should include Project Managers, Quality Assurance Manager, Architects, Structural Engineers, Electrical Engineers, Mechanical Engineers, Civil Engineers, Fire Protection Engineers, Environmental Engineers, and Interior Designers. Firm shall indicate whether these personnel have professional certifications in particular field, i.e. PE in Mechanical Engineering and the state(s) the individuals are licensed in. The evaluation board shall consider the specific experience and qualifications (i.e., education, training, registration, certifications, overall relevant experience, and longevity with the firm) of personnel proposed for assignment to the project, and their record of working together as a team when evaluating professional qualifications. The lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located

B. Specialized Experience and Technical Competence:

This factor evaluates the experience of the firm and design team in completing projects requiring skills similar to those anticipated for this contract. This may include general renovation of medical center space to include architectural changes of walls, ceilings, floors, finishes, masonry, doorways including hardware, plumbing including storm sewer, sanitary, hot and cold water, Heating, ventilating, Air conditioning (HVAC) to include, package units, variable air and constant air volume terminals with reheat, Variable frequency drive air handlers, steam and condensate piping, primary and secondary electrical circuits, digital controls, fire protection to include sprinkle system, central fire and security alarms, audio paging systems, asbestos abatement and all work to return space to finished, functioning condition. Offerors will be evaluated on the team’s demonstrated experience, performance, technical abilities, and relevant project work of similar scope, budget and complexity as the Statement of Work. For new construction, renovations, major modernizations, building additions, hospital design and VA projects. Experience providing drawings in 3D. The evaluation board shall consider at least five, similar projects and how well the proposal addresses technical capabilities in design quality management procedures, Computer-Aided Design and Drafting/Building Information Modeling, equipment resources, and laboratory requirements for the firm and any proposed subcontractors. Where appropriate, also evaluate their experience in energy conservation, pollution prevention, waste reduction and the use of recovered materials. The effectiveness of their proposed project team (including management structure, coordination of disciplines, subcontractors, and prior working relationships) should also be examined.

NOTE: Extra consideration may be given for projects completed by the firm as the prime contractor and not as a subcontractor or projects completed by key personnel while employed by another firm.

C. Past Performance:

Past performance on contracts with Government agencies (Particularly Department of Veterans Affairs) and private industry in terms of cost control, quality of work and compliance with performance schedules. The evaluation board shall consider superior performance ratings on recently completed VA projects as well as the reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Also, consider, as appropriate, the record of significant claims against the firm because of improper or incomplete architectural and engineering services.

D. Experience in Construction Period Services:

Experience in construction period services to include professional field experience during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. Offerors shall provide projects demonstrating experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates.

E. USE OF SMALL BUSINESSES

The contractor shall provide a summary identifying the extent to which potential contractors identify and commit to the use of Service-Disabled Small Business, Veteran Owned Small Businesses, and other types of small businesses as subcontractors. Proposed subcontractors shall be identified by business type, DUNS number and percentage of work to be performed.

F. Capacity to Accomplish Work:

This factor evaluates the ability of the ES firm to, given their current projected workload and the availability of their key personnel, to accomplish the project in the required time. The evaluation board shall consider the volume of work awarded by VA during the previous twelve (12) months. Use data extracted from the Federal Procurement Data System. Consider the full potential value of any current indefinite delivery contracts that a firm has as well. Also, assess the available capacity of key disciplines to perform the work in the required time.

G. Geographical Location:

Location in the general geographic area of the project and knowledge of the locality of the project: This factor evaluates the response time from the ES firms design office to the location of work (Lebanon VAMC). The personnel identified as the design team staff are expected to work in the design office identified for evaluation of this factor. When evaluating location, the evaluation board shall consider knowledge of the locality separately from geographic proximity. Examples include knowledge of geological features, climatic conditions, or local construction methods that are unusual or unique as well as bidding and construction related to the key disciplines. This may include everything from supply, labor force, weather and seismic conditions, to the construction climate’s impact on cost estimating.

Provide professional Architect/Engineer (A/E) services to include:

· Conduct site investigations - architectural, structural, mechanical, electrical, plumbing, site surveys, etc.

· Provide a complete set of construction documents, including construction drawings and specifications

· Provide third party cost estimates at each design milestone

· Provide construction period services - review of submissions, provide recommendations regarding contractor change proposals, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings and VA correspondence during construction. A/E shall review all construction change orders and provide an independent cost estimate on each change order request. A/E shall respond on site within a two-hour period when requested and shall provide site visits as requested during construction.

· Develop an Infection Control Risk Assessment (ICRA) including a drawing and specification

GENERAL OVERVIEW:

Provide a full set of construction documents for a project that will construction improvements to the medium voltage electrical distribution system for the south and west portions of the Lebanon VAMC campus.

SPECIFIC REQUIREMENTS:

This project consists of construction of electrical distribution improvements for the south and west areas of the campus.

· Site Investigation: Architectural, structural, mechanical, electrical, and plumbing site surveys to verify existing conditions as built under previous projects. Determine the capacity of the electrical systems to support future growth and expansion of the south and west areas of the campus.

· Design corrections for any deficiencies uncovered during the site investigation.

· Replace Switch S3 with a six-way switch

· Replace Transformers T3 and T4

· Provide a new medium voltage loop connecting S3 to S18 via the new CLC, including replacing S106 and adding an eight-way switch SCLC and re-feeding CLC 1’s transfomer

· Replace generator 35 with a connection to the generator farm and correct all deficiencies in the generator building including the SPD

· Replace UPS 37 with a connection to the generator farm

· Provide new six way switch at manhole adjacent to Building 34 replacing the spliced medium voltage cables

· Provide monitoring capability for S3, S18, T3 and the generator farm through our existing electrical system

· This project will be performed in phases, as required, in order to maintain the operation of all connected buildings and the campus wide electrical distribution system. A phasing plan shall be submitted at the 35% submission. Phasing must work within budget and allow the VA to continue operations at minimal interference. The A/E shall build activation time into the construction schedule and documents.

SCHEDULE:

Submit review package so they are received on or before the noted day. All days below are calendar days. The issuance of the Notice to Proceed (NTP) shall be the first PDT Meeting. A/E shall be required to attend and take minutes of each Project Design Team (PDT) Meeting. Minutes shall be submitted electronically to the COR and Contracting Officer within three (3) business days of each meeting.

GENERAL REQUIREMENTS:

· Use the latest VA Master Construction Specifications (PG-18-1), supplemented by the Lebanon VAMC specific sections 01 00 00 General Requirements and 01 35 26 Safety Requirements. Where an appropriate specification does not exist, create a specification in the same format and ensure that it is not proprietary to a single manufacturer.

· Perform all services in accordance with the current VA Design and Construction Procedures (PG-18-3)

· Perform all services in accordance with the current VA Building Information Modeling (BIM) Manual and current VA Drawing Deliverable Requirements (PG-18-4): https://www.cfm.va.gov/til/projREq.asp

· Perform all services in accordance with the current VA Equipment Guides and Planning Information (PG-18-5):

· All designs shall be compliant with space criteria referenced in VA space planning criteria (PG-18-9): http://www.cfm.va.gov/til/space.asp

· Perform all work in accordance with current VA Design Manuals in PG-18-10, including Physical Security and Resiliency. If a section of one of the manuals cannot be met, the A/E shall notify the VA immediately, and assist the VA in the waiver process. These design manuals are supplemented by Lebanon VAMC specific design criteria.

· Perform all work in accordance with current VA Barrier Free Design Standard (PG-18-13)

· Perform all work in accordance with current VA Roof Finishes, Door, and Hardware Schedule (PG-18-14)

· Ensure patient privacy criteria are met (e.g. computerized information, patient privacy, Health Insurance Portability and Accountability Act).

· Design and construction work shall be coordinated with other construction projects on-going at the hospital. A list of current projects will be provided upon approval of the 35% submission.

· A/E shall use most current healthcare delivery processes and the VA design criteria as a guide. The direction that fits the situation the best will be used in the design.

· If shutdowns are required during construction, a full shutdown plan shall be included in the design. Shutdown plans shall include the particular energy source to shut off (e.g. breaker, valve, etc.) and what area, outlets, utilities and/or equipment the shutdown affects. The specific name of the energy source to be shut off shall be identified, for example: “panel H1L1, breaker 2” for electric, or “Valve 3-f” for a water source, etc. Drawings and a written narrative shall be provided.

· A Leadership in Energy and Environmental Design (LEED) Silver Rating is desired with the construction. A rating will not be sought, but practices will reflect LEED Silver requirements. Proof of possible LEED credits shall be provided. The VA shall conduct an Energy Review upon receipt of the 65% submittal (DD2).

· Bid Alternates/Deducts shall be designed into the project to decrease the price of the project 20%.

· A/E shall be responsible for providing certified industrial hygiene services to perform asbestos survey investigations, sampling, development of specifications and drawings, and construction period services. Any place where a sample is taken shall be restored to original condition.

· A/E shall pay particular attention to Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), International Building Code (IBC), and Environmental Protection Agency (EPA) requirements. Upon receipt of the 65% (DD2) and 95% (CD1) submittals, the VA shall conduct a third-party life safety review. The A/E shall be responsible for making any necessary changes for code compliance and assisting the VA in the waiver process if required.

· A/E shall be responsible for providing all services necessary for design of this project, e.g. structural, industrial hygiene, mechanical, electrical, etc.

SITE INVESTIGATION REQUIREMENTS:

Make site visits as required to determine existing as-built conditions affecting this project. Note: Information including drawings and other documentation provided to the A/E shall be used as reference only. A/E shall field verify every aspect that relates to the project, including all dimensions, wall layouts, capacities, etc. A/E shall coordinate visits with the Contracting Officer’s Representative (COR) as assigned after award. The A/E shall arrange for and oversee the performance of such investigations as required for the proper design of the project.

SUBMISSION REQUIREMENTS:

· Deliver all design packages in person directly or by traceable carrier to the COR on the established dates to allow the VA Project Design Teams to meet as scheduled. A transmittal letter is required to go to the Contracting Officer on the same day as delivery.

· Electronic Narratives shall be provided in portable document format (.pdf)

· Electronic Specifications shall be provided in both portable document format (.pdf) and Microsoft word (.docx) format compatible with the VA’s system.

· Electronic Drawings shall be provided in document format (.pdf), AutoCAD format (.dwg) and REVIT format compatible with the VA’s system.

· Schematic Submission

· At least three (3) proposed layouts (facility project) or solutions (utility project) as outlined at the initial PDT meeting. More layouts shall be required if the provided layouts do not meet the needs of the medical center. The A/E shall be required to present the advantages, disadvantages and costs of each layout to the Medical Center director for approval

CONSTRUCTION PERIOD SERVICES REQUIREMENTS:

· Assist the VA with a price reasonableness determination of bid prices

· Review all submissions and provide recommendations to the VA within fifteen calendar days

· Review and provide replies to contractor generated Requests for Information (RFI) within 5 workdays

· Review contractor’s change order request and provide an independent cost estimate for each change order request.

· Make 15 site visits, including those necessary for acceptance inspections, at the request of the VA and prepare written reports to include agreed upon changes in design as determined necessary during the construction. Visits made based on errors and omissions in design will be at no cost to the VA.

· Within 30 days after receipt of red-line drawings that the contractor kept during construction, prepare as-built drawings with A/E’s stamp. Transpose contractor’s as-builts to the current version of AutoCAD and provide a set of updated as-builts, specifications and BIM model.
