1. Please provide KVA and battery quantity for the TLE UPS (1st item listed in spreadsheet)

Answer: Unknown. Additional CLIN added for contractor to spend 80 hours to provide full inventory of the UPS and their associated batteries.

2. Please provide battery quantity for the Eaton 9315 UPS (Medicine-cardiology)

Answer: Unknown. Additional CLIN added for contractor to spend 80 hours to provide full inventory of the UPS and their associated batteries.

3. Please provide battery quantity for the Eaton 9390 (Diagnostic Imaging) inventory of the UPS and their associated batteries.

4. Please provide more information on the Beckman Coulter Inc. unit…we are not able to identify (2nd item in spreadsheet). Is this in or out of scope?

Answer: Unable to locate unit in the field

5. Please provide more detail on the Storz, Karl Endoscopy America UI500 equipment, quantities and specifications, etc.?

Answer: Disregard

6. Can you tell us the KVA of the units on the sheet?

Answer: Recent Maintenance records indicate UPS’s below have recently been serviced so the KVA information is available. For the remaining UPS’s the information is not available due to lack of maintenance

Eaton 9390 120.0000 kVA Serial #EF241CAB08 RMB3B139-2 Eaton 9390 120.0000 kVA Serial #EF234CAB04 RM B3B139-2 GE TLE Series 225kVA S/N: AT2250-0219-B329B RM 9B100-2

7. Can you tell us the battery count, at least for the three phase units (or those larger than 10 kVA)?

8. Can you tell us the meaning of the “PM frequency” column? –

Answer: that was an internal column for VA. Ignore that column. PM’s are semi-annual

9. Can you tell us the meaning of the Total Asset Value” column? The spreadsheet is sorted by this column, so it is reasonable to assume the significance is large.

Answer: that was an internal column for VA – ignore

10. Why are some units valued at zero?

Answer: that was an internal column for VA – ignore

11. The units highlighted in green all appear to be the larger 3-phase units. But other units (such as the one on line 221) also appear to be three-phase. Three phase units require significantly more maintenance than single phase units so it is important to know.

Regarding the solicitation:

12. CLIN 0001 asks for a quote on 300 units. There are 273 on the spreadsheet. Are you looking for an average cost for those 273 multiplied by 300?

Answer: VA continues to add UPS’s to the medical center so the 300 units are an estimated total quantity that could be realized under the contract. As new UPS’ get added due to new equipment purchases, they will be added to the inventory. Please provide average costs for the 273 qty

13. CLIN 0004 says “battery replacement for a UPS”. Is this a full battery replacement for an entire unit (so does the 50 represent 50 units?) or is it the average cost for one battery regardless of how many batteries a given unit needs?

Answer: Provide cost of typical battery types. Provide costs for smallest battery and largest battery. For all other battery replacements, a proposal will be submitted after a failed inspection for VA to review. The approved proposal for that replacement will occur under this

CLIN 0004

14. Does CLIN 0004 at quantity 50 represent the average number of UPS units the VA estimates will need battery replacement during the course of a year? If so, what happens if more than 50 units need battery replacements?

Answer: Qty 50 does represents the average of 50 units for battery replacements per year. VA recognizes that qty may change based on results on initial and future inspections. If there is a need for additional battery replacements above qty 50, vendor will provide a proposal at that time to be reviewed. Once the proposal is approved, the replacements will be executed under this CLIN 0004

15. CLIN 0005 at quantity 30 says “UPS replacement”. Is this the cost to replace any UPS regardless of size?

Answer: This is the cost to replace any UPS regardless of size. VA recognizes there are numerous UPS types under this solicitation. VA estimates there could be typically 30 UPS units a year replaced. That number will vary depending upon results of initial and future inspections. Provide costs for typical UPS replacement.

16. As an FYI an SMT-1000 is a few hundred dollars, an Eaton POWERWARE9390-160 is tens of thousands. Does the VA want us to average the possible cost of ANY UPS going bad and needing replacement?

Answer: Provide costs for average UPS and largest UPS. For all other UPS’s, proposal will be submitted after a failed inspection for VA to review. The approved proposal for that replacement will occur under this CLIN 0005

17. What happens if more than 30 units need replacing during the contract year?

Answer: Vendor will provide price for each unit that will need to be replaced. VA will review proposal and replacements will occur under that CLIN 0005

18. The items in point I. don’t seem to apply to UPS units. For example point I.5.a. asks for “(3) sets of hard copy in color, on 8 ½ x 11 of the damper inspection”. There is no Damper Inspection on a UPS. We feel this requirement was picked up from some related equipment. If a reporting requirement does not apply to a UPS and cannot be met, may we disregard it?

Answer: Disregard. Delete section - I. ( Reports) 2-3 and 5 and 6.
