1. Section 2.2.4 of the Statement of Work requests written reports be provided of all findings in pdf format. Are reports required to be provided in Draft format for government review prior to issuing the Final Report? If so, please provide the assumed duration required for government review. The Lebanon VA Medical Center does not to see a draft format of the report. THE LVAMC just needs a final copy of the report covering all the required information.

1. Section 2.2.4 of the Statement of Work requests written reports be provided of all findings in pdf format. Please provide a list of items, at a minimum, to be included in each report.

The SOW covers the required items needed on the report in section 2.2.4. Results of the required testing for each tank.

1. Please identify how much fuel can be expected in each of the tanks during the time of fuel cleaning and filtration. The fuel tanks are kept at the recommend “full” level, so the tanks will always be full.

1. Please identify if there is a specific timeframe (i.e., date[s]) during which the work must be completed each event/year. This year’s fuel polishing must be completed in December 2020 or January 2021. The VA requirements state that the fuel polishing must take place within a time frame no greater than 30 days before or 30 days after the previous year’s fuel polishing.

1. Do any of the tanks need to be scheduled for cleaning and filtration separately, or can all tank fuels be cleaned and filtered during the same mobilization for each event/year? All the tanks will be scheduled for the same mobilization.

1. Are there any limitations for tanks being out-of-service during cleaning and filtration? This is something that has not happened in the past, but there is no guarantee that a tank will not be in use due to an emergency, which would make it unavailable for fuel polishing.

1. Do any of the tanks have accessibility restrictions such as security restrictions or physical limitations (i.e., can a truck and equipment be parked within close proximity)? All tanks are accessible by equipment. The vendor will also have a VA contact with them or available to them during the fuel polishing, so there will be no restriction issues.

1. Is stabilizer additive required for any of the tanks, specifically the day tanks and associated backup generators? If this information is not found in the SOW, it is not required as part of this contract.

1. Are the day tanks belly tanks or standalone tanks? Standalone tanks

1. Are the day tanks located inside buildings or enclosures? Yes. They are located in the associated generator building/ enclosure

1. The specification calls for ASTM D6304 and D6217 tests, can a D975 test be substituted in place of the other two as this test is more in line with industry standards? The tests listed in the SOW are what we must provide as record, so that would have to be followed for this contract process.

1. The solicitation asks for Biocide treatment but not fuel stabilizer, is stabilizer required to be added to the tanks? If this information is not found in the SOW, it is not required as part of this contract.
