PERFORMANCE WORK STATEMENT, SECTION B.4, PART 3, SHALL NOW BE

READ AS:

(3) PLACE OF PERFORMANCE:

QUESTIONS AND ANSWERS:

Q: Section B4 (2) SCOPE OF MISSION states “The approved offeror shall be responsible for retrieving the paper documents from Building 5 at the Philadelphia VAMC and securely deliver to their off-site facility for processing.” However, Section B4 (3) Place of Performance, states… “The contractor shall be onsite between 8:00 A.M. EST – 4:00 P.M. EST, Monday

Through Friday….”

Does this contradict section B4(2) or does this time constraint apply to only when the documents can be picked up?

A: Section B.4, Part 3, paragraph 2 is to reflect the timeframe that pick-up/drop-off of items shall be conducted. This language will be updated to limit further confusion.

Q: Section B4(5) REQUIREMENTS states: “Digitized drawings written on each CD-RW shall be labeled with building/area number. This is to reflect the labeling on each of the drawings.”

Are these two fields the only elements of the index by which the mega data of the digitized drawings are to be retrieved?

A: What is listed should be used for each item that has been digitized and written onto CD-RWs.

The index of meta data must correspond with the labeling of each drawing.

Q: Does the Government require the digitized documents to be OCRed?

A: The government requires the highest quality based on industry standards.

Q: Industry practice is to have the original documents shredded on-site to an unrecognizable form as required by the Local Government Records Act (Sec. 202.003), by a company that is

AAA certified by NAID (National Association for Information Destruction), which meet all

GSA requirements for the proper destruction of PII documents. The solicitation is silent as to the shredding of the originals once the Government has validated and accepted the digitized copies. Does the Government require the awardee to shred the original documents pursuant to NAID standards as detailed above and as is normal industry practice?

A: The original documents are to be scanned, packaged, and returned to the Facility

Management Services, CMCVAMC.

Q: Section B4(5) REQUIREMENTS states: “Digitized drawings written on each CD-RW shall be labeled with building/area number. This is to reflect the labeling on each of the drawings.”

What are the sizes of these two fields, i.e., What is the maximum number of characters that each field can have?

A: This is not a determination the service can make or predict, please ensure all CD-RW labels reflect the drawing labels.
