SOLICITATION QUESTIONS AND ANSWERS (IN RED)
1. What type of material are y’all looking to shred?
Refer to amended PWS section 2
2. How much?
Attachment A provides a list of all main medical centers, their VA Community Centers on how many bins and frequency of pick-ups according to historical data. Since we are paying per bin and not per pound, the volume in poundage are not available to provide.
3. Do we need to pick the material up?
Yes, refer to amended PWS section 2
4. Use after it has been shredded?
Refer to amended PWS section 6.1.11 and 7.1.1
5. One question that I have is, when the frequency says “bi-weekly”, is this referring to twice a week or once evert two weeks?
Biweekly refers to every two weeks
6. Under frequency for Coatesville and Lebanon, there are multiple pick up frequencies. Could you please clarify what needs to picked up and how often under the Coatesville - Main Hospital and the Lebanon – Main Hospital?
Frequency of pick up for each area is determined on the historical data of how fast the bins fill up. PHI/PII documents for shredding are not produce equally throughout the hospital, hence the difference in frequency pick up.
Example: Lebanon - Building 17 has multiple outpatient specialty clinics and primary care clinics, therefore generating more PHI/PII shred documents and needing a weekly pick up versus Building 19, which has administrative offices, producing less PHI/PII documents and only needing shred pick up every two weeks (bi-weekly). VA Community Clinics are smaller than the hospital, therefore requiring in most cases, a monthly pick up. Same with Coatesville.
7. I’ve attached an excel spread sheet to this email with all the facilities. I am having trouble understanding how many consoles/totters are going to be serviced for Coatesville and Lebanon.
Coatesville Main Hospital has a (112) Standard Consoles, (14) 95-gallon totters for a total of (126) bins throughout the main hospital, of that total(109) are picked up weekly, (9) of them bi-weekly, (8) are picked up monthly. There is a spreadsheet that will be provided to the vendors after award of the exact locations of the bins.
Lebanon Main Hospital has (20) slim jims and (10) mini consoles, (112) standard consoles, (10) 95-gallon totters for a total of (152) throughout the main hospital94 of those containers are picked up weekly and (58) of those containers are picked up bi-weekly

13. Is there a loading dock area the truck needs to park to perform the shredding services?

14. What is the historical volume, prior to COVID, of paper and media monthly and annually?
Amended Attachment A provides a list of all main medical centers, their VA Community Centers on how many bins and frequency of pick-ups according to historical data. Based on prior contract structuring, we do not have historical volume data to provide
15. Is the SOW solicited the same as currently being done? To include all 9 hospitals and their VACC’s?
To clarify this is a PWS, not a SOW. The requirements commensurate with the needs of VISN 4 requirements
16. Will all of the locations start at the exact same time or will they have different periods of performance?
Some or all may start on the same date and others may join after their option years ends.
17. Delivery of Bins within 5 days of award with this many containers can be difficult to do with the current supply chain due to COVID, will this be extended or taken into consideration?
Refer to amended PWS section 2.2.4
18. Due to the directive 6371 being used, can the method of final destruction be under that directive and not only pulverizing?
Our PWS directly correlates to that directive (section 5.0)
19. What is the check in and check out process that is required with service?
Refer to amended PWS section 6.1.1 & 6.2

Yes

Yes, will be determined after award refer amended PWS section 6.7

Refer to amended PWS section 4.1
26. Can you please provide the full address for each location?
Refer to amended attachment A
27. Is there only one pickup point for each location?
No, it varies at each facility and will be discussed after award
28. P. 4, B.2., 1.0.
· The first sentence mentions classified material, which is not typical for medical facilities and requires special handling. Can you please confirm that there will not be any classified material presented for destruction?
-Refer to section 1 in amended PWS
· How many additional VACC campuses are contained within VISN 4? Will addition of any of those be handled via contract modification?
- Any additional VACC’s not covered in section 1 of the amended PWS will be handled via modification
29. P. 5, 2.2.1. When pharmacy ribbons and VHS tapes are shred along with paper, they can render a truckload of paper unrecyclable and potentially damage the equipment due to melting. Can those items be destroyed separately from the paper?
They can be destroyed separately from paper but still has to be done onsite. Historically, media was taken off the property, shredded, but no proper certification of destruction was given. ALL Shredding must be done on site.
30. P. 5, 2.2.5. Since the material from each console will become mixed with material from other consoles once it is shredded, it is impossible to associate the individual console barcode with specific material on the truck. Will a traditional COD suffice that attests to final destruction? If not, please clarify how a barcode can be used for tracking once material is removed.
We require barcodes to keep a tight track of proper chain of custody. This is possible and is being done at other facilities.
31. P. 8, 4.1.3. and 4.2.1. Will recurring service fees associated with additional consoles/bins be added to the contract via modification?
Please refer to the B.3 Price schedule note, all fixed pricing captured will be fully loaded. Any additional bins required outside of the bin count captured in Attachment A will use the fully loaded fixed rate captured in the B.3 price schedule of the contract.
32. P. 10, 5.2.1. The use of “or” indicates that the destruction may take place off-site, please confirm that shredding is to occur onsite.
Refer to section 5.2.1 in the amended PWS
33. P. 15, 6.7.2. Standard mobile shredding trucks cannot achieve 1x5mm particle size, which is also not required onsite by VA Directive 6371. Can the requirement to achieve 1x5mm particle size onsite please be removed?
Referenced in VA Directive 6371, reference section 4.k, refer to amended PWS section 6.6.2
34. P. 20, 7.5.1. NAID regulations prohibit opening a mobile shredding truck onsite to avoid material blowing out of the truck or other security breaches. Can a sample be provided via mail or hand delivery?
Refer to 7.6.1 in the amended PWS
35. P. 23, B.3. When will the contract minimum and maximum be defined?
-That will be defined upon award
36. P. 24, B.4. How often will task orders be issued, and will they be inclusive of all locations each time?
-Refer to page 1 block 20 of the solicitation. It is the expectation to issue task orders for each facility but may be subject to change
37. P. 27, C.7. This certification is not part of typical shredding solicitations. Can you kindly clarify the purpose of including it here? Also, (2) (d) requires contacting the CO if a Service Contract Labor Standards wage determination is not attached to the solicitation. Can you please confirm where that is attached?
1. This requirement is NOT A commodity, therefore an offeror shall certify whether or not they’re exempt from SCLS labor standard per FAR 52.222-52. Wage Determination are attached via this amendment.
38. Attachment A

Changed
· For the same reason, can the 1xMonth be changed to every 4 weeks?

· Please clarify what 1x2 Month means – and if it is service every two months can that be changed to every 8 weeks?
Refer to amended attachment A.
