Text version

The purpose of the is modification is to answer a question submitted by potential vendor. There were 9 questions in reference to this solicitation, please see below for both questions and answers:

1. In the initial go around (phase 1) are we only to respond to Factors 1, 2, and 3, then in phase II address factors 4,5, and 6?

The Architect and Engineer selection process will be in two phases. Preliminary Evaluation (Phase I) and Final Evaluation (Phase II).

During Phase I the only evaluation factors to be used are factors 1 through 3 (Factor 1: Specialized Experience & Past Performance, Professional Qualifications & Experience of Key Personnel and Firm Capacity & Management Oversight) During Phase II The criteria for selection during Phase II of the selection process shall contain the criteria for Phase I and the following additional criteria (Proposed Project Design Approach, Geographic Location & PLAN and Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses and other types of small business) Factors 1 through 3 are significantly more important than factors 4 through 6.

2. I notice in Phase I, Factor 1 of the Solicitation Notice, you do not require any CPAR’s or PPQ’s. Is this correct and will this hold?

Factor 1 is Specialized Experience & Past Performance. CPARS is not required, but it is a very good tool to show your past performance and experience. VENDORS DISCRETION

3. The attached solicitation was for SF 330s for the upcoming Crescenz / Philly IDIQ that shows as being due on May 19th by 9 AM. However, it appears that it is no longer posted on the beta.sam.gov website and I have heard from other SDVOSBs that this has been cancelled. I could not find an official cancellation in beta.sam.gov, however. Could you please simply respond to this email and let me know whether this is still “on” for May 19th and we should submit or whether it has been cancelled / postponed?

There was an issue with Contract opportunities, resulting in the call for SF330’s being cancelled. The solicitation has been reposted. All SF330’s are due by 5/19/2020 9AM EST. https://beta.sam.gov/opp/e20696b1ad5b4cae8220084ddfa61cf6/view?keywords=36C24420R0042_4&sort=-relevance&index=&is_active=false&page=1&date_filter_index=0&inactive_filter_values=false

4.1 Can you clarify how many projects are requested for Section F? Contractors shall provide up to five projects demonstrating experience in construction period services.

4.2 I know a requirement is five projects demonstrating experience in construction period, but is that of the 10 or a total of 5 projects? You can submit up to 15 projects. Contractors shall provide up to five projects demonstrating experience in construction period services. Contractors shall provide 10 most recent projects completed. If 5 out of the 10 most recent projects show construction period services, you could theoretically submit 10 projects and meet the requirements. VENDORS DISCRETION

4.3 Do you want those in Section F or can we address that in Section H? The information can be placed in either sections F or H. VENDORS DISCRETION

5. I am not sure what the status of this opportunity is. Today is was “cancelled” in beta.SAM because the name of a potential offeror was inadvertently included in a published Q&A. I later received a beta.SAM email that said it was “uncancelled”. Yet when I go into beta.SAM, this id number is “inactive”.

The original Call For SF330’s had to be removed due to technical issues. The new announcement (36C24420R0042_4) is active. The document you saw this morning / yesterday was the Sources Sought notice.

6. Please advise current status and projected proposal due date.
