WHEELCHAIR VAN TRANSPORTATION SERVICES
ALTOONA VA MEDICAL CENTER
VENDOR QUESTIONS
1) Accord to PWS Services Contract Act DOL Wage Determination No. 2015-4235 applies to the resultant contract from solicitation; however, the previous solicitation WAGE Determination No, 2015-4221 applied. Would you mind clarifying which DOL Wage Determination applies for the VA Altoona IDIQ Contract for Wheelchair Van Services?
DOL Wage Determination 2015-4221, dated 12/23/2019 applies.
2) Is there an incumbent currently providing transportation service to the VMAC Altoona? Is so, what is the current contract number, contract award date/value, and is the incumbent able to bid on this IDIQ?
There is not a current contract for these services.
3) The PWS did not mention bariatric (heavy duty) wheelchairs. Will the Contractor be notified in advance of any patients requiring bariatric wheelchairs to ensure availability of bariatric lap belts and extension belts?
Yes, the contractor will be notified of bariatric patients.
4) Can you provide historical quantity (monthly or yearly) of the trips (pick-ups and/or drop-offs) at the following locations:
a. James E. Van Zandt VA Medical Center – 2907 Pleasant Valley Blvd, Altoona, PA, 16602
b. Johnstown CBOC – 1425 Scalp Ave, Ste 175 Johnstown, PA, 15904
c. State College CBOC – 2581 Clyde Ave, State College, PA, 16801
d. Du Bois CBOC – 5690 Shaffer Road, Du Bois, PA, 15801;
e. Huntingdon CBOC – 13903 William Penn Hwy, Mapleton Depot, PA 17052
f. Indiana CBOC – 1570 Oakland Ave, Altoona, PA, 15701
This information isn’t currently being tracked.
5) Contractor shall provide medical transportation services seven (7) days per week, twenty-four (24) hours per day, three hundred sixty-five (365) days per year, for the term of this contract, including federal holidays. The majority of requests for services will be between the hours of 6:00 a.m. and 6:00 p.m. Monday through Friday. What percentage (%) of trips occurs outside of the services window
There are infrequent trips outside the hours of 6:00 am and 6:00 pm Monday through Friday.
6) What are the VA Protocol and requirements in responding to patients with confirmed or possible coronavirus disease COVID-19?
Patients are currently being screened for COVID 19. If the patients screen positive, then they are isolated, and a further assessment is completed for COVID 19.
7) If patients transported inside the vehicle heading to destination and COVID-19 is suspected which healthcare facility or prehospital care provider should the contractor and driver contact.
In this situation, Contractor should immediately contact the staff at the Altoona VA Medical Center for further instructions.
8) With Pennsylvania Governor Tom Wolf declaring governor’s emergency disaster in response to COVID-19 will the awarded schedule and contract start date be delayed to further time?
Not that we are aware of at this time.
9) With COVID-19 can you confirm that transportation to VA members is only provided to the required life-sustaining treatments such as Chemo, Radiation, Dialysis, Wound Care, Out-Patient Surgery and verified Urgent Trips
We have not cancelled appointments up until this point, but that may be subject to change.
10) Page 13 Performance Work Statement - G. Daily Email Confirmation of Trips:
Would it be acceptable that the daily email confirmation of trips spreadsheet be emailed the following morning to ensure all trips are captured from the previous day?
No - the contractor must provide a completed trip spreadsheet via email to the COR by the end of the day for that days trip runs.
11) Would a one week extension of the current due date, March 20, 2020, be considered?
At this time, the closing date will not be extended past 03/20/20.
12) Contractor provides a scheduling and coordination service; which Contractor does not intend to subcontract to any third party. For the avoidance of doubt, independently contracted providers with which Contractor schedules ancillary transportation services and other third parties Contractor engages to fulfill back office support functions (e.g., maintenance, janitorial, printing, software, data hosting and other similar providers) are independent contractors of Contractor and each maintain their own employees and equipment used in furtherance of their service delivery. Therefore, Contractor does not consider such independent providers to be subcontractors or agents of Contractor for purposes of this RFQ and any resulting contract(s). Can you please confirm that such independent providers shall not be deemed subcontractors or agents of Contractor for purposes of this RFQ and any resulting contract(s)?
If this procurement is awarded to a Small Business, then clause 52.219-14 Limitations on Subcontracting is in effect. This means “at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” It doesn’t matter if you call the third party providers a subcontractor or an independent contractor; your company must still adhere to the “over 50% rule” in performing the contract.
