VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244-20-AP-2119
1. Contracting Activity: Department of Veterans Affairs, VISN 04, Wilkes Barre VA Medical
Center (WBVAMC), Station 693, Facility Management Service, 2237# 693-20-2-524-0001
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Construction requirement for emergency repair of Emergency Department (ED) Airborne Infection Isolation Rooms (AIIR). The contractor shall use existing duct, new duct, existing HEPA units, GFE fans, and electric components to alter the facility to make new AIIR’s within 20 days of award. The estimated amount of this procurement is $40,000.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is an emergency procurement to meet the likely demand on the WBVAMC Emergency Department and the necessity to isolate suspected COVID 19 patients. Current CDC guidance is to isolate patents in AIIR if available, and this procurement will make more rooms operational. The WBVAMC currently has one operational AIIR in the Emergency Department. The proposed contractor, Marx Sheet Metal & Mechanical Inc., is working at the WBVAMC as a subcontractor. The contractor has local sheet metal shop and the ability to manufacture any duct component, valve/damper, and mount equipment on the roof. The contractor can expeditiously perform the work necessary to meet this requirement within a very short timeframe.
4. Description of market research conducted and results or statement why it was not conducted:
None; the contractor is known and has worked as a sub-contractor on over 15 large projects at the VA. The need to start work immediately is paramount. Pennsylvania has declared a state of emergency on 6Mar20 to prepare for COVID19. The VA has set up a special facility fund control point for COVID 19 preparedness, the funds for this procurement should be taken from 693-20-2-524-0001.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-
1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
