X This amendment to the solicitation is to address the mention of drawings within the Statement of Work (SOW) and to provide answers for the questions provided by vendors.
In the SOW, under the section Requirements, number six (6) and nine (9), shall remove the mentioning of drawings.
See answers to provided questions on the following page(s).

1. The RFP states that the system must be expandable in the future. Would it be the intent to expand the system to tracking both indoors and outdoors or would the expansion include other areas of indoor tracking? This is a consideration as the technology that you are requesting does not allow for outdoor tracking.
The system shall be expandable to provide additional coverage, both indoors and outdoors. Note that the solicitation specifies “Brand Name of Equal”, Wanderguard Blue, patient wandering system which would include considerations for system expandability.
1. The existing system was required to display a patient’s location during ‘alert’ condition on VAPHS as-built Autocad floor and site plans for the following reasons (question to follow):
1. Due to the large size of some of the floors and overall campus, a mechanism had to be provided for staff to quickly zoom in/out on the floor or site plan to quickly identify a patient’s location (e.g. read room numbers/labels, etc.).
1. Have only one file to replace when floors or the site plan was renovated (as opposed to many bitmap images that represented floors/site plans in the past).
1. Update patient locations on the floor/site plans as they continued moving from floor to floor or exiting the building so both patient care staff and police were always aware of the patient’s current location for prompt retrieval.
1. Birdseye views of all the locations wherein staff would have to go to clear simultaneous location alerts.
1. Immediate display of patient location as they attempted to remove their badge (e.g. tamper alert).
Is there a requirement to display patient locations in real-time on your Autocad floor and site plans without the additional task(s) of converting/managing other formats for displaying tag locations?
Statement of Work does not require that AutoCAD floor plans be used for displaying tag locations. Specific requirements for converting/managing floor plan displays are not included in the Statement of Work and would be the decision of the offeror. It is expected that tag locations will be tracked in real-time. Note that the solicitation specifies “Brand Name of Equal”, Wanderguard Blue, patient wandering system which would include considerations for displaying tag locations.
If not, is the display of tag locations to be on a vector map?
Statement of Work does not specify tag locations to be displayed on a vector map.
1. The existing system was required by OIT to be ‘stateless’. In other words, when patient care staff move away from their workstation, they are required to log out. This required that changes be made to the system to eliminate the need for patient care to log into a computer to view and manage patient alerts (location and tamper). Specifically, large displays were installed at each nurse station to show locations of all patients in their respective wards in real-time at all times (e.g. grid display). During an alert condition, the patient’s location is shown on VAPHS Autocad floor/site plans. The display shows patient care staff where to go to retrieve patients and police when the patient wanders outdoors. Patient care staff go to the broached alert location(s), retrieve the patient, and press the small button on their wireless staff badge. This system function eliminated the need to install keypads at the exits for clearing and/or overriding location alerts. Additionally, when patients enter an elevator cab, that cab, and that cab only, locks until the patient exits the elevator. Once the patient exits, the cab is free to travel to another floor thereby automatically freeing the elevators for normal operation (e.g. staff do not have to punch in a code to release the cab).
Is there a requirement for the system to be stateless?
Statement of Work does not require the system to be stateless. Note that No. 1 in Requirements specifies that the system shall be a stand-alone system and shall operate without connection to the VA computer network that is operated and maintained by OIT.
1. Given that this is a life-safety system wherein, similar to the fire alarm system, staff and police are made aware immediately when an elopement risk patient attempts to exit their designated zone for their own safety. Considering that life safety systems must be installed in conduit to prevent accidental damage (e.g. during renovations, etc.), can you please clarify if this system is considered ‘life-safety’ and required to be installed in conduit?
Statement of Work does not specify that the system is either considered ‘life-safety’ or required to be installed in conduit.
1. We noted that there is no requirement to alert when a resident exits building 50. Should this be a requirement?
Statement of Work requires coverage of resident-accessible areas in Buildings 50, 51 and 71. Building 50 exit into the east vestibule is covered by one of the seventy-three controllers included in Statement of Work Requirements.
1. In requirement number 10 wherein you specify “locatable to twenty-five feet”, can you please clarify whether this means that all tag locations, whether in alert condition or not, must be displayed within 25 feet of their actual locations at all times (including all areas of Bldg 71, basements, etc.)?
Statement of work does not require a continuous display of tag locations during non-alarm periods. When queried for a particular tag location, the system shall be capable of locating the tag within 25 feet of actual tag location.
1. In requirement number 11, where you mention geo-boundaries, can you please clarify whether you are requesting that boundaries be created around all rooms and spaces such that as a tag is moving about either of the facilities (including in basement, loading docks, etc.), its location granularity is such that the actual room number and/or space name wherein the tag is located is displayed in real-time and to within 25 feet?
Statement of Work does not require geo-boundaries with location granularity to the level of specific rooms and spaces. The expectation is that the contractor would install exciters, gateways and antennas throughout resident-accessible areas such that, when a tag location is queried, the tag position is located within 25 feet of the actual tag location.
1. We did not see any mention of the Interstitial spaces. Are these areas to be covered?
Statement of Work does not require coverage of interstitial spaces.
1. Currently, staff are able to log in via an internet browser on any workstation to manage badges (add, modify, delete, discharge, etc.). Will you be requiring that badge management be browser-based?
Statement of Work specifies that tags (badges) be programmable to a unique user. Badge management utilizing an internet browser is not required. Note that the solicitation specifies “Brand Name of Equal”, Wanderguard Blue, patient wandering system which would include considerations for badge management.
1. Currently, patients are tracked in the courtyards between bldgs 50/51 and between 51/71. Patients are sometimes allowed to wander in portions of or within either of the whole courtyards as though still indoors. Is this a requirement?
Statement of Work does not require coverage of either the 50/51 or 51/71 courtyards.
