This is NOT a solicitation for proposals, quotation abstracts, or quotations. This notice is for informational and planning purposes only and shall not be construed as a solicitation or an obligation or commitment by the Government, nor is it a Request for Quote (RFQ) at this time.
The purpose of this Sources Sought Notice is to determine, in particular, the capability of firms to provide specialized laboratory testing for the detection of Tuberculosis using an Interferon Gamma Release Assay (IGRA) for the Corporal Michael J. Crescenz (CMC) VA Medical Center (VAMC) in Philadelphia, PA. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements.
The contractor shall furnish testing for the detection of Tuberculosis (TB) utilizing IGRA methodology. Test results will be provided to the CMC VAMC in Philadelphia, Pennsylvania within 39 hours of specimen receipt by the performing laboratory. Contractor must have a reliable method for reporting test results to the Michael J. Crescenz Philadelphia VAMC Pathology & Laboratory Medicine and Employee Health Departments. A draft Statement of Work (SOW) is attached.
The NAICS code is 621511 and the size standard is $32.5 million. VA will accept responses from all socioeconomic categories in order to gain a more complete understanding of the market for these items.
All responses should include the following: socioeconomic category, technical/capability information, ability to meet VA requirements, and your existing customers. Interested sources may submit a maximum two (2) page capability statement (additional attachments/pages will not be reviewed) with enough detail for the Government to make an informed decision regarding such capability. The statement should identify suppliers name, address, point of contact, phone numbers, e-mail addresses and business type and size. If currently a vendor under the VA Federal Supply Schedule (FSS) please provide contract number(s) and listing of Special Item Number(s) (SIN) covered. Any pertinent GSA Schedule numbers with expiration date should also be provided. If not a vendor with a current FSS contract, please state so in the capability statement.

This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that the response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to provide services/supplies. Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. No proprietary, sensitive, confidential or classified information shall be included with your response.
The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
Statement of Work for the detection of Mycobacterium Tuberculosis (TB) Testing
1. Contract Title.
Reference testing services for Tuberculosis (TB) screening tests on venous blood for employees and patients.
2. Background.
Human Resources is requiring shorter turn-around times for TB testing for new employees and to have the prospective employees only have one visit for all their pre-employment testing and paperwork. The current skin test requires two visits. The skin test vaccine has been recalled several times over the last few years forcing the use of a blood test. Also, for a particular patient sub-set, a simple collection of a tube of blood can help clinician’s diagnosis TB easier. Blood testing is also more effective for patients who have positive skin tests due to past exposure. The blood test can identify newly diagnosed cases.
3. Scope.
The CMCVAMC will collect one single sample of blood and send it to the reference lab for analysis. Results must be communicated to the CMCVAMC P&LMS department within 48 hours of specimen shipment via secure fax or the ability to access via a web portal directly to the reference testing lab.
4. Specific Requirements.
The CMCVAMC will collect (1) one tube of blood and send it to the reference laboratory for analysis. Once the sample has been analyzed, results must be communicated to the CMCVAMC, Pathology and Laboratory Medicine.
· Collection of a single blood specimen in a standard green top collection tube
· No special phlebotomy, i.e. shaking of tubes, incubation within 16 hour
· Blood specimen stability up to 32 hours
· Correction of the patient’s immune status by standardization of the number of PBMCs used in the assay
· TB test with both sensitivity and specificity greater than 95%
· TB test that provides a Borderline test result which is recommended by the CDC
· Evidence provided by clinical studies showing a higher degree of sensitivity in immunosuppressed patients.
· Shipping containers that have been validated to maintain the blood specimens at room temperature
· Turnaround time must not exceed 48 hours.
5. Place of Performance.
The sample will be collected at the CMCVAMC and prepared for shipment. Contractor site will arrange for specimen pickup Monday to Friday and ship to the testing facility. All testing is performed at the contractor’s site.
