DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106‐1 For
Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C244‐19‐AP‐3014 and 36C244‐19‐AP‐3015
1. Contracting Activity: Department of Veterans Affairs, VISN 4, VA Pittsburgh Healthcare System, H.J.
Heinz Campus, 1010 Delafield Rd, Pittsburgh, PA 15215. PR: 646‐19‐3‐233‐0265 and 646‐19‐3‐233‐
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The VA Pittsburgh Community Living Center has a new Brand Name requirement for 8 Arjo Sara Plus Lifts and 3 Maximoves Lifts. These lifts are used by staff as a hoist system for safely moving patients from their beds and allows immobile patients to stand and walk with support. The patient lifts will be used in Building 50 and 51 at the H.J. Heinz Division. The combined estimated value of the proposed actions is $83,435.36
The exact models needed are:
Sara Plus W/Scale ‐ 8 EA
Maximove W/Scale ‐ 3 EA
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
This brand name request is to replace 5 Arjo Sara plus mobile patient lifts that are past their lifecycle and to purchase 3 additional Sara Plus and 3 Maximove Lifts. The Arjo brand is currently being used throughout the Community Living Center at Pittsburgh Heinz Campus and is part of the Restorative Care and Mobility Program that is being implemented organization wide. These lifts are used as a hoist system and play a crucial part in patient and staff safety and are used daily to assist with bathing, lifting, and moving patients. Nursing and ancillary staff are already trained in the use of these lifts and acquiring different types of lifts would require additional training time and could affect timely patient care. Also, standardization of equipment is required so that the medical center’s biomedical staff only need to receive training and maintain competencies to repair one set of equipment.
4. Description of market research conducted and results or statement why it was not conducted:
A search on VIP was conducted using NAICS code 339112 and keywords Arjo Sara Plus and Maximove lifts resulting in 14 SDVOSB/VOSB’s. A search was conducted on MSPV‐NG formulary and SAC resulting in negative results. GSA and NAC searches resulted in finding requested items on manufacture Arjo’s contract V797P‐50430. A search conducted on FPDS resulted in previous procurement history sole sourced to Arjo. RFI email sent to manufacture which resulted in finding 1 exclusive authorized SDVOSB distributer Alliant. This procurement will be competed unrestricted open market to promote competition between Alliant (SDVOSB) and Arjo (Large Business).
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
