Vendor QuestionsGovernment Answers
Q1. Please specify what you would like done under areas included in area 8. This is the retention pond at the end of the property with the big black fence. The only thing done is mowing. There used to be flowers but the mowing people kept mowing them off. We need to know what they want done there as it is a difficult area.

A1. This has been discussed and this line item can be removed from the SOW/contract for now.

Q2. Also want to make sure that the cleaning of the big pond in the victory garden needs done on a weekend because it’s very difficult to do whenever people are there and employees are on the sidewalk.

A2. No record was found of the contracted work needing to be done on weekends. If the contractor would feel that this is the only time certain work could be accomplished, that would be acceptable. However, the COR would not be here for them to sign in with and a schedule should be approved prior to the work.

Q3. Can you provide clarification on the two large beds that were located in the victory garden?

A3. Is this question about the raised wooden beds? If so, these are not the responsibility of the contractor.

Q4. Will we be responsible for the upkeep of the two large beds that are made out of wood?

A4. Is this referring to the Victory Garden? If so, no (as discussed at the site visit).

The SOW specifically stated, “except for the raised beds.” All other areas within the Victory Garden should be included (no wooden beds are included).

Q5. There is an area that is located near the memorial wall that was not included in the contract. Are we responsible for the upkeep of this area? We were told that this area was kept up by the VA. Is this true?

A5. No. VA Garage staff maintain mowing/groundskeeping, etc. in that area.

This contract is mainly for “flower bed/pot areas.”

Q6. Is building number five included in the maintenance as well? That building does not have one of the new VA signs that is blue and white like the rest of the VA buildings do. Is this VA property? Does this area need to be maintained by the contractor?

A6. No. VA Garage staff maintain mowing/groundskeeping, etc. in that area.

This contract is mainly for “flower bed/pot areas.”

Q7. Are contracted staff required to be on-site daily?

A7. No. There is no requirement to maintain a vendor staff presence on site.

They would need to be on site for an efficient amount of time/days a week that would allow/maintain healthy growth of plants and flowers.

Q8. Is there a lot of prior experience, or contracts obtained, that are necessary?

A8. No. You can only go with recent and relevant past experience you have when answering this solicitation.

Q9. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

A9. The most recent full contract for this requirement is VA244-13-F-1782. Please visit FPDS-NG for further information. All award data is captured at this site.

Q10.Is there a current contract for this service? If there is a contract in place, who is the current incumbent how much was the award amount? Are there any changes to the scope of work for this solicitation from the current contract?

A10. The most recent full contract for this requirement is VA244-13-F-1782. Please visit FPDS-NG for further information. All award data is captured at this site.
