SITE VISIT

The following information can be found in the solicitation.
• This is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside acquisition.
• Magnitude of Construction: Between $10,000,000 and $20,000,000
• This contract is for 365 days; 95 Days for submittals and administrative matters and 270 Days mobilized on site.
• Sealed offers are due 4 pm 1/16/2019. 1 Original, 4 copies and 1 CD.
• An offer guarantee is required.
• There are 7 bid items.
• Submit all RFIs to me and I will either answer or forward to the appropriate party to answer.
• RFIs have been submitted and sent to the AE of record to answer. An amendment will be posted with the replies to Fed Biz Ops.

SITE VISIT
• There is a second site visit. It is not mandatory but all are welcome to attend. The date of the site visit located on page 23 of 77 in the solicitation is incorrect. The date stated now is 1/09/2018. The correct date is 1/09/2019.
• There are now badging requirements for this project. Local VA police have determined a daily sign in roster kept at the site trailer is stuffiest.
• Faculties has three main objectives when completing this project – 1- Safety, 2- Quality, and 3- Input to facilities
• Facilities wants to limit the impact to the WVAMC community during construction. Therefore, the amount of time on site for construction is limited to 270 days. However construction of the temporary gravel parking can begin when the NTP is issued.
• All attendees were shown the work area. All were also provided an opportunity to look where the temporary parking is to be constructed. But all present declined. The COR added all are welcome to walk the area on their own.
• The newly constructed perimeter road will be closed and dedicated to the construction contractor.
Q. Is this a best value requirement.
A. Yes. See the solicitation.
Q. Since this requirement was advertised in the past will new PPQs be required or can the old ones stand.
A. This is a new requirement with a new request for proposal number. New PPQs are required.
Q. Many RFIs were submitted and answered when this project was initially advertised some years ago. Are the RFIs and responses still valid or do new RFIs have to be resubmitted?
A. Faculties will research the drawings and specification and provide a response that will be included in a solicitation amendment.
