About this file
This is a Special Notice of Intent to Sole-Source from the Department of Veterans Affairs, Network Contracting Office 2 (NCO 2).
The VA intends to award a sole-source, firm-fixed-price contract to Euroimmun US Incorporated for T-SPOT.TB® reagents and associated kits manufactured by Oxford Immunotec. These FDA-cleared reagents are required for tuberculosis testing at VA Western New York Healthcare System's Buffalo VA Medical Center. The justification for sole-sourcing is that the T-SPOT.TB® assay is a patented IGRA platform with proprietary reagents—including antigen panels, controls, and AIM-V™ media—that are FDA-cleared exclusively for use with the original equipment manufacturer's platform. Oxford Immunotec holds exclusive patent rights, and Euroimmun US Incorporated is the only supplier legally authorized to provide these FDA-approved reagents that meet FDA, CLIA, CAP, and Joint Commission requirements. The contract vehicle is not a competitive procurement. However, interested parties may submit capability statements (one page maximum) along with company name, UEI number, socioeconomic status, and proof of authorization to provide OEM reagents. Responses must be received by 4:00 PM EST on October 16, 2026, sent to Myra.Green2@va.gov. The Government reserves the right to conduct a competitive procurement in the future based on information received. Prospective contractors must be registered in SAM.gov to be eligible for award. The Product Service Code is 6550, NAICS Code is 334516, and the solicitation number is 36C24227Q0036.
