About this file

This document is a modification to a previous sources sought notice for a pre-solicitation announcement related to architectural and engineering (AE) design services for dry sprinkler system replacement projects at two Department of Veterans Affairs medical facilities. The modification addresses five previously submitted Requests for Information (RFIs) and provides clarification on project scope and personnel requirements.

The VA is seeking a qualified AE firm to design complete replacement of existing dry sprinkler systems at Bath VA Medical Center (Bath, NY) and Canandaigua VA Medical Center (Canandaigua, NY), with an estimated construction magnitude of $2,000,000–$5,000,000 applying individually to each site. The design services required include schematics, design development, construction documents, technical specifications, construction period services, site visits, cost estimates, and as-built documentation. Key clarifications from the RFI responses include: (1) the construction budget applies to each project separately; (2) design professionals must be licensed in New York with demonstrated familiarity of state and federal standards, with required personnel including a Certified and Registered Fire Design Professional and Certified and Registered Architect; (3) phased construction and temporary fire protection provisions are required to maintain coverage during replacement in occupied healthcare facilities; (4) the design team is responsible for full facility site surveys and system verification; and (5) Section E and F cover sheets are organizational templates rather than separate forms. The response deadline is March 4, 2026, at 12:00 p.m. Eastern Time. The Point of Contact is CO Devan Bertch at Devan.Bertch@va.gov or 716-698-6459. A single SF330 response is required to be considered for both projects, with the highest-ranked firm potentially receiving contracts for both locations.

DESCRIPTION

This amendment to the previous sources sought notice serves to answer RFIs and provide a scope of work for this project:

RFI#1: Can you confirm whether the estimated construction magnitude of $2,000,000–$5,000,000 applies individually to each project (Bath and Canandaigua), or represents the combined magnitude for both sites?

· Construction magnitude of $2,000,000–$5,000,000 applies individually to each site/project.

RFI#2: Are final design documents required to be signed and sealed by a Professional Engineer licensed in the State of New York, or will equivalent licensure in fire protection engineering from another state be acceptable?

· Professional Engineer licensed, with demonstrated familiarity of standards and regulations of the State of New York and federal standards and regulations.

· Per SOW: Personnel Required for Design Effort

· Certified and Registered Fire Design Professional with demonstrated familiarity with

· New York State and Federal standards and regulations

· Developing systems that are easily maintained and serviceable in early 20th century buildings

· Certified and Registered Architect with demonstrated familiarity with

· New York State and Federal historical preservation

· Working in patientcare and treatment areas RFI#3: Will phased construction or temporary fire protection provisions be required to maintain sprinkler coverage during replacement within occupied healthcare facilities?

· Yes RFI#4: Will the design team be responsible for performing full facility site surveys and system verification, or will existing as-built documentation be provided and considered reliable for design development?

· Yes RFI#5: Both solicitations note to use a Section E Cover Sheet and Section F Cover Sheet. Is this a form in addition to the Section E Resume template page? I can’t seem to find a cover page anywhere online.

· This just advises firms to use the Section E template ahead of each individual Resume and a Section F template ahead of each individual example to better organize and separate individual examples.
